King William IV and Prime Minister Pitt travel to Dublin to meet with the leading members of the Irish Parliament to discuss what measures Ireland is willing to support regarding France, including the possibility of a war in Europe and elsewhere.

The King also requests permission to address the Irish Parliament while he is there for a general message of goodwill, gratitude, support and thanks

A supplementary budget bill hits Parliament.  It requests 100 points to buy out the French rights to  French Haiti, and also money for mobilization as the situation in Germany is very tense, and thus mobilization of the Army to send troops to Hanover to protect the Crowns possession is called for, as are funds to be held in reserve to mobilize the fleet

Spring 1793
The British Government announces that it has acquired the self governing Crown Colony of Haiit, the appointment of General Toussaint Louverture as Governor General (with the honorary rank of Baron with that office), and that trading posts are established at Cap-Francais and Port-au-Prince, and British (Jamaican troops with White officers) will assume control of the fortresses at those locations.

The embargo on trade with that entity is now ended for British (and American) merchant shipping.

Slavery is not allowed on Haiti, per local government decision.

Parliament is also informed that the price was 100 points per previous discussion with the French Government.

The Prussian Ambassador seeks an audience with the Crown requesting British assistance in the ongoing war. While Prussia and Austria have made it clear their war aims were merely the restoration of order and the monarchy, the French armies seek conquest of Italy and the Lowlands, the latter of which should be of concern to those in Britain who care for the balance of power.

Prussia continues to seek peace, but will defend her allies in the Holy Roman Empire from this newly expansionist Gallic horde. The Prussian ambassador hopes that Britain will join us in calling for peace.

The Prussian Ambassador is informed that the Kingdom of the United Kingdom, North America, Ireland, Hanover, and assorted colonies and dependencies has no interest in war with France. Indeed the British Government had previously warned the Prussians and Austrians that an invasion of France would be viewed with great disfavor and it is the British view that the French have the right to determine their government, or limit the power of its Crown just as the British did a century ago and since. The French counter invasions in the Lowlands and northern Italy are a response to the Prussian, Austrian and Savoy invasion.

Indeed the British Government sees this entire affair as proof that the Holy Roman Empire has outlived its usefulness as it has failed to prevent for over two centuries fighting amongst its own member entities, and has barely even succeeded in holding back the Turks. It is also clear that Prussian and Austrian seizure of territory in Poland that it cannot even be trusted to be loyal to Poland, an ally that helped save the Austrians in the past from the Turkish invaders.

Thus the Prussian Crown can expect no help from Britain aimed at France. As long as the French stay on western side of the Rhine, the British Crown sees no serious threat to the heartland of the various German states. The British Hanover Army is in place to see that this provisional agreement between France and Britain remains intact. Any invader of Hanover and its friendly states will be fought to the utmost.

As to the Dutch, the obvious answer is for an agreement that ends Prussian occupation, and allows the Dutch to determine their own government. As to the Austrian Lowlands, an obvious answer is for its French speaking inhabitants be annexed by France, and its Dutch (Flemish) speaking inhabitants be annexed by the Dutch. But the British government sees no need to spend blood and treasure to make that happen.

Prince Frederick, who has been governor of Quebec for some years and also deputy Lord Lieutenant of North America, is recalled from North America to take the post of Commander in Chief of the Army as Lord Amherst is unable and unwilling to take the job due to reasons of age and health. Alured Clarke takes over as Lord Governor of Quebec. Sir David Dundas is named quartermaster general of the forces (and whose advice Prince Frederick is dependent upon)

Upon receipt of the declaration of war by Prussia, Britain declares itself a cobelligerent with France.

This undercuts some of the movement in Parliament that was in disfavor of the recent moves in Germany as now it is seen for what it clearly was, a move to support France and help its reformist government and people in the face of foreign invasion.

Pamphlets are mailed to members of Parliament decrying recent British moves. The British excuse for engaging in a war of conquest in northwestern Germany is a poor one. Prussia and Austria sought to restore order to France, much as they did in the Netherlands. At no point were any territorial gains demanded, nor were neutral states invaded. The British military has now taken this grotesque step, putting British pounds and sons at danger to notionally support French sovereignty, instead expanding a German kingdom with minimal political, social, and economic ties to Great Britain. What was once a moral standard among the nations is now nothing more than a pretend Rome, seeking conquest. It is hoped that Parliament will put a stop to this madness before British soldiers learn what happens to would-be foreign conquerors in Germany.

Prussian officials and citizens are ordered out of Britain and British territory within 15 days. The British diplomats and citizens in Prussia are similarly ordered out. The British Ambassador in Berlin tenders his regrets and with his staff will sail home. Pamphlets are seized and the printers are ordered not to print any more sedition from Prussia.

There is fierce debate in Parliament regarding the grand strategy, which for the first time since the War of Spanish Succession is a continental one.  It has been some years since a large (by British standards) army has been deployed on the continent, not since the 7 Years War, and there is grumbling.  Particularly as the war is against two German states that had been previous allies.   But in the end the Prussian declaration of war against Hanover and Britain makes it inevitable.   The budget passes. But at a cost. The entire system of "Rotten Boroughs" is increasingly under pressure and Parliament is forced to consider seriously giving the urban centers more representation in Parliament. This debate will continue throughout the year. However, the Corn Laws are greatly eased, from 48 shillings to 30 shillings per 495 pounds of grain. This strikes at blow at the Conservative landowners but was necessary to get the merchant and financial classes to go along with the budget.

Summer 1794
The defeat at Bremen and destruction of the Westphalian Army is a massive blow to the faction in Parliament who  desire a strong land campaign on the Continent to assist France.   There are immediate political consequences.  

William Pitt barely survives a vote of no confidence, but his Foreign Secretary William Grenville is forced to step down, replaced by the Scot Henry Dundas.  The Parliament also pressures the King to place Prince George somewhere where he has less influence, and so the Prince is made Governor General of the Channel Islands.  George also abdicates the throne of Westphalia in favor of his nephew the Prince of Hesse, who also holds the rank of Landgrave and has also arrived in England.  For now that Prince merely keeps his title as Prince and Landgrave and does not attempt to move up to the rank of King, but he does move to Aldershot to take up training with the Kings German Legion.  

However, while the creation of Westphalia seems to have failed, it is noted that the Prussians are already up to their usual despotic ways, and are unlikely in the short run at least to win many friends.  Certainly they will impose their authority successfully, but only at the point of a gun.  The Revolution in Holland, which some note with wry amusement as the Glorious Revolution in reverse, makes it clear that the Prussians are not particularly popular overlords.

The British government steps in first to take over the debt that Prussia owes the Dutch to keep the Dutch financial system afloat.   It also authorizes Lord Cornwallis to take steps to improve the Dutch Army and authorizes spending to mobilize the Dutch as allies.

(100 points added to National Debt in an emergency authorization bill, 74 spent on Dutch, 6 spent for creating Kings German Legion, consisting of 10,000 Germans who fled with evacuation of Bremen, plus needed reequipment to create 1 Infantry Division, 2 cavalry brigades, 3 infantry regiments) (remaining 20 points allocated to assist the French)

The War Office creates the Kings German Legion to be made up of exiled officers and men from Hanover and Hesse.

With the destruction of the Westphalian army and the Batavian uprising, Prussian ambassadors approach their British counterparts on behalf of the North German Confederation regarding peace terms.

1. Britain will recognize the legitimacy and sovereignty of the North German Confederation and Westphalia's participation.
2. The British Royal Family will renounce any title or claims to to the throne of Westphalia and its predecessors and will recognize the position of King Louis of Westphalia.
3. Westphalian exiles will be allowed to return to their positions, and
4. The North German Confederation will recognize the Batavian Republic and establish relations with the Republic.
5. The North German Confederation will seek peace with the French Kingdom and Britain will agree to it.

Under heavy pressure in Parliament, Prime Minister Pitt authorizes acceptance after a brief (and unpleasant) discussion with King William IV. The King is highly annoyed, indeed angry, about the loss of the family lands but is more inclined to blame his older brother rather than Parliament. The King agrees in the interest of peace and the United Kingdom best interests.

The Dutch are also consulted, but in light of articles 4 and 5, are viewed as likely to accept.

The French are sent copies of the terms and asked to accept a peace offer by Prussia, although what the French decide to do is up to France.

an article 6, regarding talks to finalize the Dutch/North German Confederation border is sent back to the Prussians

The Ambassador notes that his government is open to talks, especially if it will help to ease tensions with the Dutch government.

In the winter of 1794, the Spanish ambassador presents a note to the British requesting that they better police their side of the border, noting that Anglo-American traders were recently caught on the Spanish side of the Arkansas River selling guns to the native tribes and fired on a Spanish cavalry patrol that attempted to detain them, resulting in the deaths of two Spanish soldiers.

The British government expresses regret over the incident and apologizes that British subjects killed Spanish subjects but notes that it is not responsible for the actions of individuals in foreign territory who are not operating under the auspices of the Crown.

Fierce debate rages in Parliament over what this years budget will look like as the Pitt Government hangs on by a thread. The lack of substantial resolution of peace talks in Maastricht is disturbing and thus there is uncertainty on what this years budget needs to be.

(ooc also the British player is busy today and tomorrow and won't have builds done until Wednesday)
