Late 1789-Early 1790

Aggressive Spanish pace of settlements in Texas, New Mexico(including AZ area) has angry many of the local tribes such as Apache, Navajo, Comanche, Kiowa, Southern Cheyenne, and Kickapoo. Reports start reaching the Spanish Viceroy in Mexico, aggressive raids being carried out by these tribes. Remote settlements have been wipe out by these tribes, and settlers fled to the major settlement for protection by the local Spanish garrison. Who have enough firepower to fend off the Native American raiders.

So far at least 400 have killed in Texas, and 200 in New Mexico region.

Naturally this will slow up pace of the settlements until the Native American threats have been shattered. The following settlements will not progress to the next step(i.e become cities or towns) until the threat has been crushed.

Villages: Santa Fe, NM, San Xavier del Bac [Tucson, AZ] = .2
Towns: San Antonio, Houston, Austin, Gálvezton = 1

In 1790, the Viceroy of New Spain orders the deployment of two cavalry brigades to the Tejas and Nuevo Mexico frontiers to protect settlements and deal with the persistent problem of Indian attacks...

Jan-Dec 1790

Fighting is on/off throughout the year as Spanish and Native American forces are constantly on the move.

However do inflict some heavy losses on the Native Americans, while taking some light losses of their own.

Native Americans losses 800

Spanish losses 200

Some Spanish officials examine the firearms that the Comanche are using. They noted it appears of Anglo-American design and wonder where the Comanche seem to be getting them...

The Spanish are concerned about English and American firearms making their way as far south as the Comanche and Nuevo Mexico. It is not, perhaps, entirely surprising considering that the nominally French territory in between New Spain and English North America is sparsely controlled and settled, but there are questions to be asked.

They begin to make outreach efforts to the Comanche to try and settle on terms with them, at the very least.

By Summer of 1791

The war on plains is still occuring on/off since the spring of this year. However the Spanish get word from the Comanche tribes. They demand the Spanish withdraw any settlements or forts within their ands or provide money in exchange of settling these lands.

See below for map of what the Comanche consider their lands

The raids have died down for now, as the Spanish counter raids and policy of buying off the tribes has been working. However Spanish officials are on the chase to track down these arm traders supplying arms to the tribes.

Early Spring 1794

Arkansas River near Spanish Colorado

A Spanish Cavalry patrol(10 men in total)  runs into a party of Anglo-American arms traders(five in total) inside the Spanish frontier. They attempt to arrest them for trespassing into Spanish lands and potential arming the Native Americans. A shootout occurs, no one is sure who fired the first shot depending on who you ask. The result is two Spaniards killed in action and two traders killed, one  trader captured and two other trade escaped.

Word of the incident reaches Spanish Outpost in Santa Fe, New Mexico and will eventually make it to Mexico City by fall of 1794.

Same for Anglo-American Authorities, will not hear about it until late fall/ early winter 1794.

The local commander steps up patrols in the border regions to try and ferret out and slow down any other illegal traders that might be crossing the (admittedly porous) border and orders the prisoner shipped to Mexico City after an interrogation. He decides, with good reason, to let his superiors decide the man's fate.

In fall of 1794, news reaches Mexico City of the incident, along with the prisoner who is immediately prepared for trial on a variety of charges, including murder. The information is thence dispatched to Madrid.
