Reaction and Counterreaction

News of the shocking invasion by Britain baffles the elite in Berlin, hoping to be winding down the war, this new effort puts the King's plans into disarray. He seems intent on concluding the war with France, and orders preparations to do so. However, those among the Army seem to have been radicalized by recent events.

The Enlightenment has had a limited effect on Prussia, a land some describe as an an army with a country. Still, those in the universities and even in the lesser ranks of the officer corps have seen the power of nationalism. In fact, many have recently been speaking of the power of a united Germany, led by Prussia. The cosmopolitan Austrian monarchy, with its myriad ethnic groups and far off lands, is deemed unsuitable for leadership of the German people.

Indeed when word of the British proclamations reaches Berlin, many agree with that the medieval Holy Roman Empire has outlived its usefulness. Instead a national monarch like that of the French could lead the German people to peace and prosperity. With news of the October Mutiny reaching Berlin, the military command finally breaks as hundreds of young officers march their forces to the Palace demanding the King of Prussia take leadership and organize a response to British aggression. They insist the King must declare war on Britain and vow to expel them from Hannover and the continent. Furthermore, the call for the King to convene a council of nobles from Prussia and other German states to set taxes and issue bonds to fund the war of liberty. They finally demand the King establish a peace with France and renounce any efforts to defend non-German lands until the crisis is over. With little room for compromise with a radicalized officer corps, the King relents and issues a declaration of war against Britain, and calls all German states to join him in supporting the effort. He further tasks his ministers to establish the necessary means to issue bonds and invite the other Germans to join. There is no mention of the Holy Roman Empire in any of his proclamations.

Some see this as the first of many reforms in Prussia, hoping for a more enlightened government. Berlin reaches a fury over the next few nights as many celebrate the King's decisions and many others act out aggression on any British or British suspected establishments.

Throughout the fall and winter, Prussian staff officers, ministers, and nobles attempt to work out how to arrange an efficient bond system to fund the war. Attempts are made to mirror the French revolutionary styles, but others become concerned at the radical means by which it was undertaken--this is Prussia after all. Little effort is made on the front and the ministers report that they will need more time and efforts. Fortunately, European reaction to British aggression on the continent provides the Prussian coffers ample supplies, buying time for more permanent solutions to make themselves known.

Meanwhile, the officer corps continues its push. Radicalized officers demand another audience with the King to urge action. Allusions to the great Germans of old and links to the great Teutonic knights embolden the military after each speech. The most cheers rise up after a letter from Prince Louis Ferdinand in Emden calls for the German people to rise to the defense of the fatherland. This rowdy ensemble continues for several days, only releasing for Christmas eve. Even there, the King is bombarded with demands as a passionate speech by the preacher extolls the virtues of those who act in the face of evil.

Eventually the King relents, and orders a general call up of the Prussian citizenry. The Prussian machine quickly begins draft orders, and villages are depopulated of men, most of whom willingly take up arms, spurred on to defend the motherland against the invaders.

One of the first actions that newly elected Bundesprasident and Commander in Chief Louis Frederick takes is to implement reforms for the military. His experience with the disunified German armies proves valuable. His first order is to establish the Academy for Young Officers of the Infantry and Cavalry (Akademie für junge Offiziere der Infanterie und Kavallerie) in Berlin to train and establish a more effective doctrine and better integrate the various militaries. Following the Battle of Bremen, he established a friendship with Major Gerhard von Scharnhorst, whose brilliant military mind is evident. He orders von Scharnhorst promoted to Colonel and has him lead the Akademie.

He hopes to directly oversee integration efforts, and his enormous popularity among the rank and file brings hope to the men. In correspondence with the Kings of Prussia, Saxony, and Hannover -- as well as the Mecklenburg Dukes and Saxe-Weimar -- he calls for the Second Bundesversammlung to meet as soon as possible. This time, he asks the Bundesrat to also be seated, so that a proper fiscal policy can be established to fund the war effort. He recommends that one representative be sent per 100,000 citizens, and that representative be chosen by the state they represent however local custom demands. Lastly, he suggests the Diet meet in Magdeburg instead of Berlin. The city is not only in a central location, but it once served the seat of Otto I's Empire over 700 years ago.

The Bundestag quickly sets to work and votes unanimously to implement mediatisation and secularisation among the German states under control of the Confederation. The first efforts are aimed at the Bishopric of Munster, whose land is quickly secularized and church lands are seized for the war effort. Plans are drawn up for the other lands north of the Main river and east of the Rhine, although implementation is difficult for the moment. Margraves are planned in Hesse, Nassau, and Berg, while the numerous small principalities in Thuringia will be congregated into one entity. As the war drags on, political support for Confederation movement seems to be weakening as the ruling classes of Saxony, and what's of it in Hanover and Junkers in Prussia voice reservations on the war effort and push for a change in military leadership to prevent total defeat of German states.
