Fearing further unrest following the expulsion of the Dutch Stadtholder, the King orders portions of the Army of Brandenburg to be mobilized in reaction to the Dutch radicals. Many of the neighboring states are able to arrange for funds to assist the Prussian mobilization, lest they be caught in the crossfire.

Instead, it is decided that the 5 Frigates built will be contributed to the Batavier Kompanie, while Prussia will keep a small fleet of Brigs to act as a coast guard. Money is instead funneled into celebrations for the young Stadtholder and his Prussian bride.

News of the shocking invasion by Britain baffles the elite in Berlin, hoping to be winding down the war, this new effort puts the King's plans into disarray. He seems intent on concluding the war with France, and orders preparations to do so. However, those among the Army seem to have been radicalized by recent events.
The Enlightenment has had a limited effect on Prussia, a land some describe as an an army with a country. Still, those in the universities and even in the lesser ranks of the officer corps have seen the power of nationalism. In fact, many have recently been speaking of the power of a united Germany, led by Prussia. The cosmopolitan Austrian monarchy, with its myriad ethnic groups and far off lands, is deemed unsuitable for leadership of the German people.
Indeed when word of the British proclamations reaches Berlin, many agree with that the medieval Holy Roman Empire has outlived its usefulness. Instead a national monarch like that of the French could lead the German people to peace and prosperity. With news of the October Mutiny reaching Berlin, the military command finally breaks as hundreds of young officers march their forces to the Palace demanding the King of Prussia take leadership and organize a response to British aggression. They insist the King must declare war on Britain and vow to expel them from Hannover and the continent. Furthermore, the call for the King to convene a council of nobles from Prussia and other German states to set taxes and issue bonds to fund the war of liberty. They finally demand the King establish a peace with France and renounce any efforts to defend non-German lands until the crisis is over. With little room for compromise with a radicalized officer corps, the King relents and issues a declaration of war against Britain, and calls all German states to join him in supporting the effort. He further tasks his ministers to establish the necessary means to issue bonds and invite the other Germans to join. There is no mention of the Holy Roman Empire in any of his proclamations.

They insist the King must declare war on Britain and vow to expel them from Hannover and the continent. Furthermore, the call for the King to convene a council of nobles from Prussia and other German states to set taxes and issue bonds to fund the war of liberty. They finally demand the King establish a peace with France and renounce any efforts to defend non-German lands until the crisis is over. With little room for compromise with a radicalized officer corps, the King relents and issues a declaration of war against Britain, and calls all German states to join him in supporting the effort. He further tasks his ministers to establish the necessary means to issue bonds and invite the other Germans to join. There is no mention of the Holy Roman Empire in any of his proclamations.
Some see this as the first of many reforms in Prussia, hoping for a more enlightened government. Berlin reaches a fury over the next few nights as many celebrate the King's decisions and many others act out aggression on any British or British suspected establishments.

A note is passed to the Prussian government from the British government through mutual ambassadors in Denmark.
1. Britain seeks peace
2. The basis is as follows:
A. Prussia will withdraw all of its forces to its homeland and or east of the River Weser and territories northeast of the Weser in Hanover and Lubeck (should that occur) including all French territory
B. Britain gives Prussia a free hand to do as it wishes west of that territory as well as south of the now claimed Kingdom of Westphalia except for Osnabruck Bishopric, which goes to Westphalia.
C. Prussia agrees to seek peace with France once it has withdrawn and Britain will push for the French to accept it.
D. Britain and Prussia agree to allow and continue to push for Dutch neutrality
E. Prussian involvement in the Dutch East Indies Company will not be an issue for Britain
F. Prussia recognizes the Kingdom of Westphalia as separate from the Holy Roman Empire, and should Prussia so choose, the British government will do accept Prussian separation from the HRE as well.
G. Prussia accepts the Westphalian annexation of Hamburg and Lubeck
H. All British forces will withdraw from the continent (this does not include Westphalian troops raised)

One of the first actions that newly elected Bundesprasident and Commander in Chief Louis Frederick takes is to implement reforms for the military. His experience with the disunified German armies proves valuable. His first order is to establish the Academy for Young Officers of the Infantry and Cavalry (Akademie für junge Offiziere der Infanterie und Kavallerie) in Berlin to train and establish a more effective doctrine and better integrate the various militaries. Following the Battle of Bremen, he established a friendship with Major Gerhard von Scharnhorst, whose brilliant military mind is evident. He orders von Scharnhorst promoted to Colonel and has him lead the Akademie.

As the war drags on, political support for Confederation movement seems to be weakening as the ruling classes of Saxony, and what's of it in Hanover and Junkers in Prussia voice reservations on the war effort and push for a change in military leadership to prevent total defeat of German states.
