Agitation from the Continent

With the threat of war between France and the Netherlands increasing throughout the first half of 1711, English society is again divided. Though the tumultuous war that inflicted such pain on the Commonwealth began because of the venture against the Low Countries, the prospect of England sitting out a war between the ancient enemy and a fellow Protestant (and, indeed, Reformed) country is also abhorrent to much of the English body politic. The Fifth Monarchy Men and other such religiously-minded entities whole-heartedly agitate in favor of England coming to the defense of the Netherlands in the event of a war between the despot in Versailles and the United Provinces. They note that the Netherlands made possible the glorious battle of Ostend by letting the English fleet through their lands, and that England's loss in the war against the Dutch was due to their hubris and, indeed, God's punishment.

This is not to say that there are not more secularly minded elements of English society--bankers, merchants, and those with colonial interests--who covet the Netherlands' (and, of course, the French) overseas territories. Bounded in by the French to the North and the Dutch to the West, New England has little in the way of room for expansion. The Dutch are also responsible for having ejected England from her territories in the Far East, while the French facilitated the rebirth of England's colonial ventures in the Caribbean. However, even these realpolitik-inspired minds recognize the difficulty in obtaining public support for an intervention alongside France if it, indeed, provokes a war. Further complicating matters is the possibility of being co-belligerent with the hated pretender across the Irish sea, a close ally of the King in Versailles who also covets Dutch colonial holdings. The potential intervention of the Wittelsbach Emperor also muddies the waters, as a Catholic monarch could well come to the aid of the Protestant Dutch--removing the religious specter which drove English intervention in their last Continental foray.

The French Ambassador in England approaches bankers in London about a 10 point French loan for 1712 (class B credit rating).

He also at the numerous events of the "Season" (spring and summer in England) makes it known that a Franco-Dutch war, should such a tragic event occur, is aimed at the Dutch East India Company and not the Dutch people or their religion. Indeed should war break out, the French will not even invade the Lowlands nor attack Dutch shipping in the English Channel or the North Sea (including the Austrian Netherlands) unless either nation invades French or Naples European territory or Malta.

The Commonwealth prevaricates on the loan, currently feeling tossed between different wishes and of competing powers. There is some stomach for regaining lost territories in the Americas or otherwise rebuilding a colonial empire. On the other hand, the Protestant ardor has not cooled and there is some reluctance to throw in the lot of the Commonwealth entirely with the French, especially since they seem poised to become a dominant power both in Europe and abroad.

The French Ambassador lets it be known that an alliance with France would mean that all French colonial ports would be open to English shipping, and that France offers the English a free hand and whatever support is requested against Dutch and Spanish possessions (if Spain declares war). Indeed it is time for the Western Europeans to escape the dead hand of Empire and Church

News of events on the continent continues to rock the country, both in the seats of power and in the streets as newspapers and broadsheets continue to throw a storm of invective at their chosen targets. More interesting to the nation was the passage (and return) of the Dutch fleet, as well as the news from Mediterranean - the destruction of Malta, the excommunication of the King of France, and the formation of an Italian Alliance against the French, likely to be joined by the Habsburgs (and soon, it seems, Spain).

There are now nominally Catholic powers on both sides, which cools some of the religious ardor (Fifth Monarchy Men, especially in the army, continue to push for providing assistance to their coreligionists in the Netherlands). However, there is a feeling that the Commonwealth may soon be swept along by events. Cromwell the Younger continues to maintain his steady (if elderly) hold on power, even as members of Parliament are beginning to jockey to find a potential replacement and eyes are now turning to the west, to see what the reviled monarchs in Ireland plan on doing.

The offer of French colonial ports seems horrendously tempting to many mercantile members of the English political class. On the other hand, some members of Parliament see the possibility of French domination of Europe as a threat...

The French Ambassador, in deference to historical English concerns about the Low Countries, promises that in the event of the liberation of Austrian Netherlands from Habsburg rule, France will support the creation, in partnership with the English, of a Flemish Free State including Bruges, Brussels, Liege, and Antwerp

In other news, the French government invites scholars who have knowledge of how Henry VIII divested the Catholic Church of its lands during the Reformation. French Protestant Churches are now allowed to invite English Protestant speakers to France to speak and preach.

Over the winter, Commonwealth military forces begin to shale off the dust from their garrisons and begin making preparations for some sort of action. Cromwell and the military leadership remain notoriously tight-lipped; rumors indicate that active forces are preparing for deployment to the Indies to reinforce Commonwealth colonial possessions.

As war looms, the elderly Cromwell is increasingly seen as being unable to handle the affairs of state, especially with the stress of war looming. The New Model Army, gathering in the countryside outside of London, is still full of radicalism and many officers believe that a younger, dynamic voice is needed to steer the country through the coming storm. Several prominent officers and their supporters in Parliament pay a visit to Cromwell and urge him to step down in favor of someone less elderly and more able to handle the coming war.

Cromwell is now 86 and despite his belief in the nation, is well aware that he may be approaching the end of his life. For several weeks, it is unclear what, if anything, will come of the politicking. Then, in late January, Cromwell announces that he will be stepping down from his post as Governor, having done (as he says), the best he could possibly do for his country. In his place, James Stanhope is named the new Governor of the Commonwealth.

Stanhope is the son of a English diplomat and spent much of his youth abroad; he is also an army officer, who fought at the Battle of Bethlehem and was involved in the brief German campaign and thus acceptable to the more political members of the military. He is also relatively young, at 39 years old and it is hoped he will bring a sense of dynamism to the office.

The end of the Lateran War is not precisely a resounding victory for the forces of revolution or anti-Papism. Instead, France has been essentially forced to terms and the Commonwealth has seen little gain, at least on the European continent. On the other hand, New England now includes Maine and Vermont and the English once again have a foothold on the Indian continent. Still, those are mercantile concerns and not ones that necessarily soothe the mutterings of the officer corps of the New Model Army.

Despite one of their own now ruling as Lord Governor, the officers are still a radical lot - a mix of Fifth Monarchy Men and anti-Papist radicals, most of whom are volunteers or at least have joined the military for the sake of making a career. Further, they lack the prestige of the Navy, which has won more victories and more glory (and wealth) for themselves. The grumbling that was assuaged by the outbreak of war and the appointment of "one of their own" seems to be breaking into open protest as peace finally begins to settle in...

The Croydon Mutiny

The discontent in the Army finally boils over in the new year, as it begins to demobilize. The bulk of the army is still in or around London, with some units being prepared for deployment overseas and others preparing to march back to their barracks  and resume peace-time positions. Several regiments and their officers are quarted in Croydon and after much internal debate, a group of regimental officers submit a list of demands to Governor Stanhope and Parliament.

Chief among them is the demand for enfranchisement for all men, reviving the ideas of Thomas Rainsborough. Further, influenced by the radicals (among them the Fifth Monarchists), there is pressure for the government to disavow any thought of detente with Papist powers, either on the continent or abroad. Working with the French King gained the Commonwealth very little (at the very least from the perspective of many of the men in the army, who have no stake in the colonies of the Commonwealth or the East Indies trade).

Stanhope is still popular within the Army, as he was a senior officer until his elevation to Governor and served at the Battle of Bethlehem in the last continental war. As such, the mutineers see this less as a demand and more as them going to an old friend and asking him to set things right, guessing that he will be sympathetic to their demands.

For his part, Stanhope is acutely aware that he is in his position partially because the New Model Army and its officers, some of whom are among the dissenters, petitioned for it. His power is derived partially from Parliament, who approved of his ascension, but also from the armed support of the military. He is thus trapped in a bit of a bind. However, he decides that audacity will serve him better than not and he immediately calls Parliament into session (although "immediately" means within several weeks due to travel times) and throws his support behind the idea of enfranchisement. Parliament is rocked by the speed of events and as winter turns to spring, the outcome seems uncertain. However, Parliament knows that even if the Navy were to throw their support behind Parliament (should they dismiss their demands), there would be little to prevent the NMA from marching into London - as even the loyalty of the fortress troops seems uncertain.

Thus, the debate within the halls of government continues - with a great degree of nervousness.

The French Crown, worried that future cooperation with the English might be in jeopardy and genuinely grateful for English assistance in the debacle over the last few years, pressures Protestant leaders in France (very quietly using personal representatives he trusts) to write letters of thanks to English religious leaders, Members of Parliament and any personal contacts that they have developed or did develop during the time the English were in Bordeaux.

The most important sentiment expressed is that English assistance allowed the King to keep things from getting worse than they otherwise might have and while the Catholics remains supreme for now, the rights of Protestants to worship in their own homeland has been furthered.

The Reform Act of 1714

Debate within the halls of parliament gets off to a very lively start when the session opens - and continues for several weeks. The army, in general, has refused to disperse until their demands are met and they remain camped in their depots around London. Waiting. The House of Commons is not entirely pleased with the thought of extending the frnachise to all men over the age of twenty-one - most of them come from monied or landed interests and are reluctant to dilute their power. The Governor's House, made up of older men appointed by Cromwell and several newer arrivals recently appointed by Stanhope, is ironically more open to the idea. Still, there are enough radicals remaining in the Commons to champion the idea and who loudly accuse opponents of dragging their feet in the hopes that the army will eventually disperse.

Stanhope himself tours the camps of the army to meet old friends and to make himself seen as a supporter the New Model Army. Despite the relative loss of prestige and the disaster in Portugal, his apparent support of the "mutiny" is seen as a positive and his popularity experiences a resurgence. As March turns to April and begins to lengthen toward May, Parliament's deadlock finally breaks - the Reform Act of 1714 passes both houses and is approved by the Governor. The parliamentary elections in 1715 will be the first time that every male over the age of twenty-one will be permitted to vote.

Of course, the bill is complicated by the need to adjust certain boroughs and that process will likely take the rest of the year.

In the aftermath of the Lateran War, the Commonwealth is alarmed by the lack of lighter ships in their war fleet, as well as the fact that the Irish fleet will be bringing a great number of heavier ships into service in the next few years; as such, the government takes out a loan to repair war damage to existing ships and approves funds for a large ship-building program - at the expense of the New Model Army, who will have to be content with existing force levels and depots.

Still, following their political victories of 1714 (and the fact that the Navy took the bulk of the glory in the last war) the Army is not in a place to quibble.

The Parliamentary Election of 1715

The election of 1715 is the first in the nation's history where enfranchisement is (at least in theory) extended to every man above the age of twenty-one, regardless of property or wealth. In practice, it is a rather chaotic, raucous event and it ends with no clear majority in parliament. Many rural poor are still illiterate or are kept from voting by major landowners. There is a higher degree of participation from the urban working classes and the army. As of yet, political parties exist in very nascent form and in truth, the most organized interests tend to be either monied or the very radical and ideologically motivated. As such, Parliament includes a hodge-podge of interests and various groups when the dust finally settles. Including:

*The Whigs, a relatively liberal party, which tends to include members of the educated middle class and represent more mercantile and moderate republican interests. While they were initiall opposed on enfranchisement, the more radical of their membership dragged them along and it has (reluctantly) continued to support said enfranchisement. Not quite as anti-Catholic as the Tories.

*The Tories, a group of conservatives who represent both the old nobility and peerage, as well as some mercantile and religious interests. Generally supported by former or current gentry. Completely opposed to enfranchisement and generally supportive of maintaining state power in the form of the Governor and the State Council. Tend to be anti-Catholic.

*The Fifth Kingdom, a group of religious radicals who have managed to cling to existence over the last sixty years of the Commonwealth. Despite the passage of time, they are a mix of independent churches and religious followers who believe the time of the "Fifth Kingdom" is nigh and that it is their duty to usher in rule of Christ and to serve as His agents on earth (in a nutshell). Virulently anti-Catholic and anti-monarchist. Some of them even consider the Governor as being too much like a king for their liking.

*Levellers, a mix of religious and purely political radicals who were the main impetus of the enfranchisement bill. They enjoy large support among the army and among the urban poor and working class (those who can vote, anyway). They are in support of relief efforts for the destitute, as well as the eventual abolishment of the Governor position and are virulently anti-corruption. The party itself is divided on Catholicism, especially since the under-educated poor tend to be hideously anti-Catholic; the more educated Levellers are in favor of religious tolerance, but there's no clear majority either way. Also includes former Diggers.

*Unionists, a mix of Scottish and English Catholics who trend toward conservativism. Despite electing a handful of representatives, none of them are actually seated due to the resurgence of anti-Catholic feeling in the wake of the Lateran War.

With no clear majority, Parliament tends to spend most of its time arguing and debating with one another than getting anything done. The Governor continues to do his best to run the nation, of course, but he does need Parliamentary consent to raise certain funds and etc...

News of the Irish reaction to the good-hearted, god-fearing election of a truly representative body of free-men is widely publicized in London and in other major urban centers as news begins to come in. Especially that of the vile and low-born Charles Seymour; a lecherous toad if there ever was one. A vile servant of Papism, as he is called on more than one occasion. A would-be tyrant, who asks that the free men of England and Scotland be restrained and put-down after their hard-won liberation has only just started to come to fruition.

While Parliament currently does not agree on much (and the government, such as it is, is a horrific monster-like coalition of Whigs, Levellers, and Fifth Monarchists), most of them (including many of the Tories) agree that the lies and filth spewing forth from the puppet parliament of James the Tyrant are little more than King's true feelings toward the Commonwealth and that the threat of a "black Irish" invasion are increasing by the month, if not the week. The specter of the tyrant King bringing ravening hordes of subhuman Irish soldiery across the Irish Sea looms large in the consciousness of the public for a time.

The death of the Pope also features heavily around the same time, with the former Pope being burned in effigy in many places, along with mock trials for his crimes against Protestants. The fact that the vile leader of all Papism is surely dancing with Satan in Hell is toasted at more than one tavern across the Commonwealth.
