The military of the Commonwealth is a somewhat battle-weary force, having spent much of the last fifty years engaged either on the continent or at home in trying to tie down foreign and domestic enemies. Further, Parliament is wary of maintaining too large a standing army and allowing generals and army officers to dictate policy. As such, the New Model Army remains in existence, but at a much reduced size. The core of seasoned professional troops and officers remain, as do many of the fortress troops that protect the coasts of the Commonwealth from foreign invasion. However, the seasoned cadre is to be supported by a large number of militia and yeomanry, who will be called to the colors to defend the nation in times of war. The real power of the Commonwealth lies in its navy. although weakened by being on the losing side of a war and overstretched against many opponents, the Commonwealth Navy remains a powerful institution, boasting 72 ships of the line and numerous smaller craft. It is to the navy that Parliament (and the nation) looks to to provide the first line of defense in any war.

General Overview
The Commonwealth is currently guided by John Lambert's Instrument of Government and the later Humble Petition and Advice, which act as the constitution for the erstwhile republic. Executive authority is vested in the Governor (which replaced the Lord Protector following the death of the Elder Cromwell), currently Cromwell the Younger, and the State Council, which can contain up to 21 members.The Governor and Council membership are both lifetime appointments, but not hereditary. The Governor and the Council have the authority to pass edicts when Parliament is not in session and are provided a fixed amount of income and monies to provide for the common defense, etc. Raising additional taxes and funds requires the consent of parliament.

Parliament is a two-chamber legislative body and controls the purse strings of the government, although radical republicans in the House of Commons regards the Upper House or "Governor's House" with some suspicion, since members of it are appointed for life by the Governor and the Governor's house possess the ability to veto bills from the lower house, should they be so inclined. Parliament itself meets every three years or if called by the Governor. However, much of the power remains in the House of Commons, who are elected by limited suffrage; in order to vote, one must possess a certain amount of property, although there are fringe radicals who continue to push for enfranchisement for the common man.

Head of State: Governor Richard Cromwell, also known as Cromwell the Younger, currently 74 years old and doing his best to guide the Commonwealth through turbulent times.

Head of Government: Currently not in session.

The Commonwealth is currently on shaky territory; Parliament is not due to meet for another two years and until then, Cromwell the Elder and the Council of State must steer the nation through economic recovery and potentially deadly diplomacy. There are rumblings from the radical fringes about finishing the work that begin with the overthrow of Charles and the moderate Whigs are doing their best to keep a lid on it. Beset on all sides by many foes (or so it seems), the Commonwealth is deeply suspicious of many of the continental powers. Rumors of war begin to reach the seat of government in the winter of 1701, along with letters from John Robinson, the current English ambassador to SWeden, who tells of Sweden facing heavy odds, against Poland, the Lithuanians, Saxony, the Russian Empire, and (most recently) Denmark.

There is some sentiment on hand for supporting fellow Protestants against what seems to be a Catholic and Orthodox power-grab. Of more immediate concern is that the Commonwealth does receive a substantial amount of wood, pitch, and other materials from the Swedes that support the existence and expansion of the Commonwealth Navy - the nation's first line of defense. Cromwell the Elder meets with the Council and discussion is ongoing as to what position they should take with regards to the war.

No concrete decision is reached on direct intervention (there is a great deal of worry that the Stuart kingdom or the French might take advantage if the English fully commit themselves to a foreign war), but offers of monetary loans are eventually floated to the Swedish court via John Robinson.

Although the war that consumes north-eastern Europe attracts much attention, there is still an ongoing, heated political debate between various factions in the English ruling classes - mostly men of property. The writings of John Locke have recently been gaining more attention in certain circles (along with earlier writings by aged statesman Algernon Sidney), with its assertions that government must derive its legitimacy from the people rather than (necessarily) a monarch. Considering that the Commonwealth has not had a king for over fifty years, this is not necessarily controversial. However, some of the main theses of the writing have inflamed the smoldering embers of the levellers and more radical republicans who have long agitated for the idea of "one man, one vote", despite being unable to make headway in parliament over the last half-century.

While Locke does not necessarily demand a republican or representative form of government, there are those who read his work and find justification for it. Coffee-houses, universities and libraries buzz and radicalism seems to be in the air. One of the most notable supporters of the idea of a reformed, civic government based on and for the people is one John Trenchard, who (along with Locke and the very elderly Sidney) are combined in their overall conclusions on the idea of a representative government.

In late summer, news of Swedish victories at Narva and Riga reach London, as well as word of the Austrian movements. Debate begins anew in the Council of State and in August, Cromwell the Elder announces that he is invoking the power of his office to levy war in support of Sweden. He asks Parliament to convene to give him the funds for the necessary war. Most notably, borrowing sums of money for equipage and other expenses.

There is some rumbling from Parliament at this, however there are still enough Puritan radicals present to carry the day in the name of saving Protestantism from nefarious Papist attacks and so, for the moment, Parliament will open the purse.

Dutch diplomats make their way to England and express their support of the English declaration of involvement in war - as long as the shipping lanes in the Baltic remain open to Dutch trade.

While the memory of the War of English Aggression continues to burn in the United Provinces, some of the more pious express the desire for closer ties with England as a natural Protestant ally.

Commonwealth diplomats (and merchants, who do quite a bit of trade with the Dutch, despite the war from a decade ago) assure the Dutch that they will not hinder neutral shipping in the Baltic and that Dutch-flagged vessels will be allowed to continue their trade (except in cases of blockade, of course, but in that case, they will simply be turned away).

The launching of another expedition to the European mainland, a decade after the disastrous end to the last European foray, mobilizes extremist elements across the Commonwealth. The presence of Papists and Pseudo-Papists (what we would refer to as "Anglicans", though as there is no Anglican polity they are better thought of as High Church Protestants) is inherently distrusted, as they are the coreligionists of those who tore the Commonwealth asunder by flocking to the banner of the cursed Tyrants Stuart. The Papists and their ilk are held to be sympathetic to the Commonwealths enemies, and though there are no (open) Catholic churches in the Commonwealth, known Anglican Churches are ransacked with alarming regularity.

Not only is religious sentiment inflamed, but political as well. The once-dormant Fifth Monarchists (who hold that the only legitimate form of government is the 5th Kingdom, that of Christ), in particular, have found a new breath of life in the years since the False Restoration of the Tyrants across the Irish Sea. Holding that the Commonwealth lost its last wars because it strayed too close to Profane desires and ignored the will of Christ, they begin marching through the streets of London demanding the establishment of an openly theocratic government. The exhortations of the government of the Commonwealth to not be fighting a religious war, paradoxically, increases tensions among the people. The Fifth Monarchists demand that the only way for the Kingdom of Christ to be established is that the Kingdom of Rome (either held to be the Holy Roman Emperor or the Pope himself, depending on who you ask) must be overthrown by an army of zealous men. The unwillingness of the younger Cromwell (a monarch by a mere other name, they sputter with disgust, who only holds his seat due to his illustrious father) to mobilize the Commonwealth for a religious war is proof of the corruption of monarchical trappings, while the nattering nabobs in the Parliament seek to take Christ's authority for their own.

Though such sentiments aren't exactly widespread, they are influential in key segments of the urban lower middle class, as well as among elements of the New Model Army--which has always been a hotbed of religious and political fervor. For now the average Englishman looks on at their gatherings with more curiosity than fear, knowing little more than that these men (or their ideological forefathers) were at the forefront of the righteous execution of the Tyrant Charles. More conservative voices in Parliament are just as cognizant of their reputation, however, and know that in the event of setbacks or disaster on the Continent, such voices will be amplified to a dangerous degree.

Despite the relatively even match of the two armies that met on the field near Nazareth, the Commonwealth widely views the slugging match as a victory - and it is celebrated as one throughout the Commonwealth as soon as news speeds it's way across the Channel from Ostend. Church bells are rung and a wave of patriotic fervor temporarily buoys the spirits of common people everywhere as broadsheets are full of (mostly sensationalized) accounts of the New Model Army giving the Austrians a sound thrashing. Much is made of the fact that the NMA was outnumbered (the fact that the so-called "Papist hordes" were augmented by militia is not given much shrift) and that God and providence have seen fit to deliver to God's Commonwealth another victory.

For the moment, this seems to drown out the radicals who have been foaming at the bit for another religious crusade, but setbacks may bring them back to the forefront of politics...

Also lost amongst the general pageantry is the very real fact that several thousand families throughout the Commonwealth have lost sons, husbands, and brothers.

The Aftermath of the Great Northern War

The war was not especially costly for the Commonwealth in terms of men or lives; in fact, they came off relatively lightly, with the exception of the naval disaster off of Trinidad (which has led to the sacking of at least one admiral). It has proven rather costly in terms of loans, however, with a rather large debt needing to be paid down. Parliament, although supportive of the war due to either being personal supporters of Cromwell the Younger or more radical, is somewhat less pleased with the outcome, but most internal conversations blame that on the failure of the Swedes to really do their utmost. Johnny Foreigner strikes again.

However, the New Model Army, which has always been a hotbed of radicalism since it's inception, is slightly less pleased to have marched, fought, and died in Flanders for so little gain. Although their losses were not catastrophic, there is still a strong sentiment amongst the army and some of the junior officers that if they are to be expected to go and die based on the whims of Parliament and the Lord Governor that they should have some sort of say in affairs at home. These grumblings continue as the army begins to disperse to its peacetime deployments and the (remains) of the yeoman regiments disperse to their homes. Although higher officers and even some junior officers are either landholders or propertied men, many of them are second are or third sons or even from the middle-classes and thus have very little chance of ever standing for parliament or even voting.

They would like this to change. Finding a sort of common-cause with them are the remains of the Levellers and some Fith Monarchists who view the establishment of a more open governmental system as the keys to establishing Christ's kingdom...

For now, however it is merely talk.

In Spring 1703, emissaries from the Polish-Lithuanian Commonwealth approach the English-Scottish Commonwealth Admiralty regarding a number of Polish vessels captured during the previous war, according to reports. The Poles inquire about the possibility of transferring back to the (Polish-Lithuanian) Commonwealth Navy 1 CruRon and 2 PatRon captured at the Battles of the Gulf of Riga and the West African Coast, either as an honorable return or through purchase.

The Commonwealth admiralty informs the Polish delegates that, as prizes of war, the ships have been taken into the Commonwealth service as is traditional. However, they are sure that the ship-builders of the Commonwealth would be happy to provide replacements. At market prices, of course.

Political Developments, 1705

The discontent among the ranks of the army has continued, albeit at al ow grumble rather than a roar. The campaign to protect colonial interests in the Caribbean is not popular among the rank and file (although some junior officers view it as a chance to earn promotion). The idea of being sent to die of yellow fever and malaria for the sake of landed property owners is not popular, especially after relatively inconclusive end of the Northern War and the continued political deadlock in Parliament over what direction to steer the nation. Cromwell the Younger is growing older and frailer and it is widely expected that he will ask Parliament to name a successor within the next few years, if not sooner.

The grumbling grows louder, even as the campaign begins to wind down. There are agitations and small demonstrations in some units and some senior officers are alarmed. However, so far nothing has happened.

Late in 1707 the Commonwealth announces that it is laying claim to an outpost in South Africa, adjacent to the nascent Dutch Cape Colony and the newly claimed New Gascon, to its north. The colony itself will be small, but will not likely impugne on either of the other colonies (A stretch of territory running from RL Jeffreys Bay to RL New London). Funding and supplies will be made available for the first colonists, who will begin settlement at a suitable location in 1708 (RL Port Elizabeth). The colony is to be known as Lambertia, in honor of the long-dead Governor Lambert.
