Ottoman infrastructure consists of unpaved roads that are not capable of anything beyond local commerce
additional financial: 40 (the Turks have a substantial local banking industry)

Ottoman Imperial forces
Janissaries - 1 Grand Army (24 garrison divisions official strength) maintenance 6.5 points
(actual strength: 24 brigades, none are combat ready).. if mobilized can form 24 infantry regiments as the rest are too unfit or comfortable to deploy. Deployed in Istanbul and Adrianople and Ankara (1/3 each)
Garrison Armies: (field army sized) Balkans (Albania/Bosnia), Danube (Romania), Adrianople (Bulgaria/European Turkey), Anatolia, Syria, Euphrates (180,000 authorized strength)
Ottoman Army total: 325,000
none of this force is immediately combat ready. The actual strength of the armies above work out ot 6 Expeditionary Armies in size plus the heavily corrupt Janissaries at a weak field army in strength.

50 Militia brigades (all from Turkish areas), 10 Militia Brigades (Albanians), maintenance 6 points
Total Ottoman Military maintenance is 44 points annually
Ottoman Navy
unlike the Army the Navy is in decent shape and has less of a corruption problem

The German Ambassador in Constantinople sends a note thanking the Caliph for his humanitarianism in preventing terrible war.
He goes on to offer to help train and equip a New Model Army for the Ottoman Empire based on German standards and training. With peace guaranteed by Germany, he recommends training an expeditionary army in Thrace to help protect against further uprisings. He offers German officers to travel to Constantinople to train the army until Turks can take over and 30 points of grants to help fund the force and loans backed by German credit.
