In reaction the Austrians mobilization of their armies, the Ottomans take out a internal loan of 48 points at 10% interest, 25 years terms to mobilize their field army at Istanbul.

The Russians find this new development highly troubling and urge the Ottoman Empire to return to a peacetime deployment

The Ottomans demobilized their field army citing that Austrian threat is none existent and the high cost of maintaining such a army.
