Spain in the 1720s
The Intervention in the British Isles proved to be a middling success as Spain can easily claim the victory of ensuring the survival of the Kingdom of Ireland, but the losses sustained make it much more sobering. Again, Spanish naval impotence was exposed by the disproportionate number of ships damaged and sunk in combat which highlighted the critical need for a serious naval program which would be eventually implemented during this period with establishment of a single and central Board of Admiralty that held unprecedented power in terms of naval affairs. It was further buoyed by the repair of the Cadiz and Ferrol dockyards and the establishment of the Manila dockyard, the latter deemed necessary to establish a Pacific fleet to safeguard trade with China and protect the Western coasts of Spanish possessions in America.
Militarily, the armies of Spain were competent in their performance in Scotland and losses were blamed on Irish inability to reinforce Jacobite positions. The subsequent route left a bitter taste in the mouths of the Spanish as it was agreed that the Irish were woefully unprepared for the Scottish Campaign and Spanish troops had to do the heavy lifting. Still, lessons were learned about the value of lighter infantry, a component which was used to great effect during the Scottish campaign.
On foreign relations, both Spain and the Emperor try to maintain cordial relations with their neighbors and the realm of Wittelsbach sees little need for expansion but are well aware of the scheming designs of those around them. Vigilance is maintained and whatever positive partnerships that were made are treasured. The period also sees the growth of trade and interaction with China and the rising importance of the Pacific Ocean.
Internally, the King begins pushing towards the formalizing the Union of the Iberian crowns of Aragon and Navarra under a single Spanish Crown and the establishment of a single Cortes Generales in Madrid with representatives of the Basque and Catalan territories. He hopes to achieve this through political means by getting the Aragonese and Navarran Cortes to agree to a treaty formalizing provisions for the freedom of trade and navigation within the kingdom and its oversees possessions, the establishment of a customs union, and the introduction of a common currency.
Otherwise, the realm remains prosperous. The growth of craft centers in Iberia saw an accompanying expansion of urban bureaucracy of the cities that held them, guided by the principles of Cameralism which was soon an established in the universities of Spain. The colonies saw continual growth and necessitated a number of changes to their administration. The Viceroyalty of New Granada was created in 1717 out from the Viceroyalty of Peru to improve the administration of the overseas possessions and address the challenge of administrating the area from Lima. Effort was made also to curtail the process of the sale of Corregidor offices and instead a royal intendancy system is to be used in its place with administrators drawn from the growing pool of bureaucrats in Spain.

Re: The Kingdom of Spain
Gott schütze den Kaiser
June 15, 1728
The ailing and elderly Maximilian III, Holy Roman Emperor (also Maximilian II Emanuel, Elector of Bavaria) has presided over perhaps the greatest period is his dynasty's history. His maneuvering to ensure his son became King of Spain guaranteed the Wittelsbachs far more power than they could hope for in the purely German sphere, and propelled his dynasty to even greater heights. His election, over the incompetent Hapsburgs, opened the family up to great risk--lacking the direct German holdings on the size of Austria, it was possible that the fragile Bavarians could be overwhelmed by the burdens. However, Wittelsbach leadership resulted in a thumping victory over France and a resurgence in Imperial power. His reign was not flawless; the middling results of the Anglo-Irish War did his family no great help, and his recent showing in Hapsburg's doomed war against the Turk was only counterbalanced by his son's successes at sea. On the whole, however, the House of Wittelsbach is in impeccable shape--especially when compared to the absolutely devastated Hapsburgs.
It is all the more devastating, then, when the Kaiser passes from this life. Felled by a stroke while in his study, pouring over maps of the Pacific to keep tabs on his son's efforts to shore up his own Empire, the Emperor dies in a matter of hours. His son does not hear of the turn of events until a week later, as he, as luck would have it, is also pouring over maps of the Pacific. The crowns of Bavaria and Spain are thus formally unified in his person, and he makes all the necessary preparations to depart for Germany. An election is coming, and he must make haste to ensure that his father's most prized possession, the Imperial Crown, does not fall out of Wittelsbach hands.
