Having won its war against the Barbary Pirates, the Crown of Naples feels able to reduce its defenses from attacks from the south, specifically the elimination of 4 fortresses and much of the Navy (which is sold to France) and is able to pay off with the sale of surplus warships its entire debt.
Many officers are found surplus to needs and are mustered out with a bonus for their fine service. In practice, the lazy, sick, and old are given their thanks first, while many less socially connected will find their way to French or Maltese service. Taxes are also immediately lowered to the normal peacetime levels.

In May 1703, the Duke of Lorraine (brother in law of the new King of France) is appointed Regent of Naples until a new Dauphin is born, raised and reaches adulthood

Concerned about the possibility of outright rebellion, Leopold as his role of Regent, moderates the measures instituted by the Crown on his own authority to maintain the peace and bring prosperity to the southern Italy and Sicily.
An offer is made to the Bishops of the Realm... no more mandatory tithes (although traditional collection of tenant rent on church lands is acceptable), and seizure of Church property will be limited to what the Crown determines to be under utilized property. The Jesuits are however expelled, as their role and duty as Soldiers of Christ is incompatible when they are soldiers of the Papal States which is at war with the Realm. In return there will be no more executions of clerical individuals but they will be expelled instead.
He also points out the Christ himself said to 'render unto Caeser what is Caeser's, and unto God what is his." Worship will not be infringed upon, but deliberate attempts by the Church to undermine the realm, to writ, attempting to make saints out of men who refused to accept the lawful orders of their liege, is not about God, but about Church Power.
Leopold, also known as "Leopold the Good" for his enlightened and fair rule over Lorraine (and presumably Naples since taking over until now), uses his powers of persuasion to the best of his ability. He also however is prepared to enforce his rule with iron as well.
Finally, village Priests will be left alone and arrests are curtailed however leaders are noted and some will be arrested later.

The actions by the French Regent are met derisively--Leopold, in the popular imagination, ceased to be "the Good" when he murdered a man of God on Christmas Day. The Regent's Lutheran-tinged emphasis on the separation of secular and religious power is also viewed highly negatively. The Bishops cooly retort to the regent that they cannot prohibit the people from giving their tithes--which are a religious mandate from God himself. All priests, indeed, are soldiers of Christ--and the Jesuits are an unarmed order of scholars, not soldiers.
However, as much as Leopold's interventions are hardly viewed as compensatory, they do work to cool some of the tension. The Bourbon King has still strongly wounded the legitimacy of his rule in the eye of many Neapolitans, and many still hope that the Pope will march in to cleanse the Peninsula, but the ceasing to execute priests at least cools some of the hotheads.
