[Galveston Bay]

in 1799, the Russian Empire begins an attempt to permanently eliminate the threat of future war with Sweden and perhaps also improve Danish security.  Talks are initiated with Sweden on what would be needed to do that.   Also on the table are Russian guarantees regarding the security of Swedish and Danish possessions and territory in Germany.   The hope is that such a treaty and perhaps permanent alliance would eliminate the need for the large Russian Navy presence in the Baltic Sea, so that resources can be spent on more dangerous threats to the south and southwest.  

The Russo-Swedish War of 1788-90 was an annoying distraction and something that Russia would like to avoid in the future.  Also hoped for is an end to almost 2 centuries of hostility between Sweden and Russia, and even longer hostility between Sweden and Denmark.

North German diplomats make it known to their Russian counterparts that while peace between Sweden, Denmark, and Russia is a most noble cause, Russian attempts to bring Sweden into an alliance -- especially one overtly focused on territories in Pomerania -- will be considered a hostile act to those in the Confederation. Furthermore, if such an alliance forms, the North German Confederation will be forced to seek alliances elsewhere.

The Swedish envoys remark the existent of aggressive confederation is a hostile act within itself. The Swedes like the Danes have lands in old HRE and will not submit those lands to the authority of the North German Confederations. They do state that they are considering what terms to offer to Russians, however they will not stand for North Germans to provide input in Swedish matters.

Swedish envoys are pointedly asked how the existence of the confederation is aggressive. It makes no claims to Swedish lands and invited Denmark to participate as an associate member to create assurances of peace. If Sweden wanted assurances of peace, all it had to do was ask.
