The English Commonwealth, although currently engaged in a war, sees an opportunity to get at least a foot back into the game and offers a large sum to be paid off over a period of ten years (OOC 15 points, at 1.5 points a year).

Re: French colonial Auction of the Leeward Islands and Lesser Virgin Islands
In November 1702, the Irish and French governments reach an agreement that will transfer the islands of Anguilla, St Kitts, Barbuda, and Montserrat for a specified sum (5 points in game terms in 1704). Transfer of sovereignty will begin in mid 1703
French citizens (those that have at least one grandparent who is from France) are offered double their existing landgrants in Florida. This includes French citizens in Haiti as well. Free Blacks are also offered a chance to leave, and will be given small land grants in Florida and provided transportation.
Meanwhile, the English and French governments are finalizing the transfer of St Lucia, Grenada, Grenadines, St Vincent, Dominica, Antigua, Barbuda, and Barbados for a larger sum (10 points, details still being hammered out) with the first island to be transferred when the first payment is received but no earlier than March 1703. Terms as above for French citizens and Free Blacks.

With the outbreak of peace, the Commonwealth prepares to arrange payment beginning in 1703 and to take possession of the islands.
