Mod note: I am only keeping track of the German States that had sizeable armies, the other ones we can assume have a few garrison brigades and fortress. As for their economy, those could be just a craft center or resource, potential.

In the Spring of 1786, Prince George steps down as Regent of Great Britain, becoming the Duke of Clarence and assumes his role as Governor General of Hanover. He moves to Hanover in the spring of 1786

He begins convincing his subjects to consider creating a Parliament.

Reaction to Governor General ideas is met with lukewarm support from the ruling Hannover class. But some Hanover officials promise the Duke, they will look into the matter.

Early April 1792

Austria calls on the German States of HRE to mobilize their army to deal with French Revolutionary government. The Southern Prince Bishops German states along the Rhine region agreed to mobilize and raise troops or funds for the war effort.

However the Northern German states wait to see what Hanover and Prussia will do as part of their moves before making any type of commitment.

Maintaining his dedication to the preservation of good order and peace, Prussia issues a declaration of war against the rebellious French radicals, and issues mobilization orders.

Prussia further issues a formal request to the United Provinces to ensure their credit markets are available for use as necessary.

The British Crown enters into talks with various minor Protestant German states like Hesse about recruiting significant numbers of soldiers for the Kings German Legion to serve in defense of Hanover and various friendly German states

The leadership of the Hanover Nobility and Commons agree to meet and establish a Diet(German for Parliament) to discuss policy with the Prince Regent.

It is an election year.  In addition to the various members of the House of Commons up for election, the Crown also presents a constitution based in part on the North American model

The Prince Regent of Hanover would serve as the chief executive.
The Diet would serve as the legislative branch, with the Commons up vote every 4 years.   The House of Lords would be limited to secular nobles, and nobles must be at least 25 to serve and cannot serve after age 60.   Commons would be responsible and have the right to propose taxes and spending but it must also receive majority support in the House of Lords.
The chief executive will have the right to appoint judges but the House of Commons must approve them with majority vote.

Freedom of the Press, Freedom of Assembly, Freedom of Religion and Freedom of Speech are guaranteed in this constitution, as is right of habius corpus
and similar restrictions on the power of the state are specified regarding arbritrary imprisonment, seizure of property and the like.   Slavery and serfdom are outlawed.  

In addition, The Prince Regent makes a speech calling for his fellow Germans to rise up against the arbitrary despotic militarism offered by Prussia, which seeks only to unify Germany so it can dominate it led by its Junker class who still live in the Middle Ages and keep serfs in the East Prussian estates and now in Poland, who have conquered and enslaved the Dutch and denied them the right to choose their own government, seek to do the same in France and would if they win impose their system on the German states west of the Elbe and indeed have already done so in portions of the Germanies.   Rise up too against the Habsburgs, whose crimes during the 30 Years War are well known and are more interested in Imperial authority and wish to preserve the old and now hopelessly outdated Holy Roman Empire which is none of those things.

"Rise up my fellow Germans, defend our right to freedom, our right to trade, our right to commerce, our right to escape the shackles of religious tyranny, and fight for our new constitution and freedoms.   For it is time to move out of the old ways and into the future where German rights to property, law and religious toleration are secured.   Join together and fight for our freedoms and our land!"

This speech is printed and distributed around the Germanies along with the proposed constitution.

The King of Prussia calls for the Hanoverian parliament to elect a new, German king and end its subjugation to foreign aggressors.

In the meantime, any Hanoverians in Prussian domains found in possession of these pamphlets are immediately arrested and executed as British spies. Prussia recommends that its allies follow a similar position.

With the destruction of the Hannoverian Army and the evacuation of the civilian government, the Prussian army orders a new election to the Hannoverian Diet under the conditions set forth in their constitution. Modifications are made to the process, as no members who fled to Britain are allowed to stand for election. Similarly several sedition ordinances are declared by the Prussian army, prohibiting especially seditious activities by the local populations. Harsher restrictions are placed on any remaining British persons. The Prussian military recommends that the new Diet vote to end its association with the British monarchy and elect a new monarch with national ties to Germany.

The Prussian military begins to publish news that the British military has withdrawn from Hannover, fleeing to Britain and conquering the Netherlands. At the same time, Prince Louis Ferdinand spends his time meeting with Hannoverian officers and Bremen officials. He begins to pen ideas about a possible German Confederation between Prussia, Hannover, and the other German states, a new system that will respect the local traditions, but unite the states under new and closer bonds. He intends to meet with the new Hannoverian Diet and claims to have the backing of the government in Berlin. He also recommends all Hannoverian POWs are given light restrictions, and the possibility is raised of incorporating Hannoverians into the German military.

German Confederation

Throughout 1794, Berlin has hosted a number of princes and politicians in an attempt to coordinate the war against Britain and France. The general agreement seems to be that the Holy Roman Empire is insufficient to defend the German people and the Habsburg Monarchy is unable to present leadership as its numerous battlefield catastrophes show. Meanwhile, Prussia's military has led a unified force of several German armies, but inconsistencies in doctrine and command have led to several issues on the front lines. However, Prussia's leadership has given it the political power to push for greater integration. Prince Louis Ferdinand -- still recovering from his wounds yet remaining a powerful symbol -- has provided numerous ideas on the way forward. Ultimately, the news of the victory at Bremen provides the final push to take action.

The Prussian delegation presents a resolution declaring secession from the Holy Roman Empire. To replace it, Prussia offers a constitution of the North German Confederation (Norddeutscher Bund) formed of the various states of northern Germany. Electorates will be converted to Duchies, and Bishoprics will be secularized.

This new entity will consist of a legislature (Bundesrat) Council of Kings (Konigsrat) made up of the leaders of the various states who will form an upper house. A Confederate Diet (Bundesversammlung) will form a lower house of delegates chosen by the states. The Diet will elect and the Council confirm a President (Bundesprasident) who will also serve as the Commander in Chief of a unified Army (Bundesheer) for a period of five years. Finally, the states will economically join into a Customs Union (Zollverein) which will begin the arduous task of   integrating dozens of states and streamlining hundreds of years of economic differences.

The issue of political rights of Germans is largely left unspoken, but each state is guaranteed the right to manage its own internal affairs, providing Hannover the right to maintain political liberalism.

Prussia is the first to sign on, followed by Mecklenburg, Saxony, and the other north German states. The Diet in Hannover is presented with the offer to join, and while there is some debate, a compromise is reached by which Westphalia will sign on in it's current form, but the Prince Landgrave's son Louis will be elevated to the throne and elevated to King of Westphalia.

Given the emergency, the council in Berlin declares itself the first Bundesrat and decides to elect a Bundesprasident. There is a degree of backroom politicking, as the Prussian nobility makes a push for the King of Prussia. However, backed by the Westphalian delegation, the Prince Louis Frederick emerges as a consensus pick. While the old Prussian establishment is frustrated by his actions in the October Mutiny, he is immensely popular among the smaller German states and the younger Prussian officers. Furthermore, the Westphalians hope that he is liberal enough to push for political reforms.

Outrage by Prussian high handed actions in North Germany, the Danish crown announces it will formally annexed the Duchies of Schleswig-Holstein into the Kingdom of Denmark.

The Danes mobilized their Royal Army( expeditionary force size) in Late Summer 1794 to defend their holdings.

Francis II, Holy Roman Emperor, Archduke of Austria, rejects the notion that the Holy Roman Empire is done for. He calls for the loyal HRE states to join his forces defend the Rhine from French Republican invasion.

The primary catholic states in Rhine region rally to the Emperor cause and raise their small armies to join the Austrians.

Figure 4 Infantry Brigades of Rhine troops are organized to defend their homeland.

March 1796

With peace achieved, the leadership of the North German Confederation looks to solidify their power, both internally among the states, and externally among those former states of the Holy Roman Empire that have yet to join. Having been given a free hand in dealings beyond the Rhein, the Confederation acts.

Working under the Mediatization Law, the Prussian-led North German Armies reorganize themselves and move to assert control. The Army of the Rhine marches to Nassau to establish control in Berg, Nassau, and Frankfurt. The Army of the Elbe marches to the Prussian domains in Ansbach and Bayreuth, aiming to control in Bamburg and Nuremburg. The Army of the Main is sent to Wuerzburg and Mainz. The Army of Brandenburg marches north to Paderborn and Braunschweig, to help support Westphalia.

Each maneuver is preceded by Confederation diplomats presenting terms of the treaty, and promising either expansion of lands or compensation for those whose lands are consolidated.

Additionally, Von Hardenburg representing the Confederation and Christian Graf von Haugwitz as Prussia's foreign minister, are sent to Vienna to arrange terms.
