Resources: Each possession is worth .25 points (generally sugar cane production, though Aruba's value is found in livestock feeding the rest of the region as it is too arid for agriculture)
Natives: 50,000 Indians in the jungles beyond the coast in Dutch Guyana and former French Guyana, intermixing with the runaway slaves.

For years the WEC has been almost an after-thought in the Netherlands. Barely keeping profitable, the Company was widely considered a failure. Adding insult to injury, by comparison the VOC continued to bring in unprecedented profits for its shareholders. As frustrations mounted through the 1720s, the idea of expanding into Africa in the pursuit of more profits was made into a plan. With a lack of funds on hand, with a general unwillingness in the States-General to pour more funds into an unsuccessful venture, and because nothing bad happens with debt-fueled expansion, large loans are taken out in mid-1725 to establish several outposts on the west African coast (10 point loan from Hoorn FC). Two of the initial outposts are slated to be built on the sites of former VOC outposts (Sierre Leone and the Ivory Coast - I imagine OTL Freetown and Abidjan), which causes some controversy in the Netherlands. The third is placed further east, near Portuguese and Courlander territory (OTL Libreville, Gabon). Along with the outposts, a regiment of mixed troops is raised (1 LI regiment), partially hired from former VOC African troops.
