Background info

The Dutch Republic has past its heyday of being great power, the Dutch are still decent regional power in their own. The Dutch made a key choice to stay out of the seven years war. Despite considerable pressure from pro Orange faction to join on Britain side. The Dutch Republicans( aka call the Patriots, pro French) won that debate and managed to keep the republic neutral. For now the main focus of the nation is expand its trade empire via the Dutch East or West Trading companies without incurring the wrath of other European powers or at the expense of the security of the nation.

There is a push to expand the Dutch navy via converting standing army into a reserve force, but both factions of the government are still heavily debating what to do at this point in time.

1768 Build
Overview
The once great navy of the United Provinces has fallen to a shell of it's former glory. Though the Dutch Empire stretches across the seas, and massive profits fill the coffers of Dutch bankers, the empire remains weak. Outspoken members decry the decadence of the Republic and the Stadtholder, and demand an increase in navy and militia. Several debates become heated beyond precedence, and eventually the conservatives relent, hoping that spending will be used to focus attention elsewhere. Talk even begins with the VOC to start a war somewhere, lest unrest grow ever further. Separately, an expedition led by Jan Hendrik van Kinsbergen is dispatched to Nieuw Holland in hopes of establishing a colony there one day. It is hoped that Captain van Kinsbergen and will use his scientific background to better advance the understanding of the Southern Continent.

The WIC budget is used to establish a permanent navy, in hopes that each trade post will have its own FF1 and squadron of brigs to protect from pirates.

The VOC budget is used to expand its current navy. Additionally, a new colony is established in the Western Cape at Graaff-Reinet.

Early 1769,

In the halls of the Dutch Republic, there is some unease with how the VOC is seeming getting along well with their British East India Company counterparts. They begin questioning their VOC counterparts on the intent of these meetings. Despite the Orangist faction being pro-British, the Dutch Republican faction is not inclined to have VOC jeopardize their interest by aligning their vast trade empire to British interest. Which could make the company assets a target in the event of war between France and Britain.

Overview
The war against Oman continues, and places a strain on budgets. The captured Omani Frigates are handed over to the Republic as payment for the use of the Republican Fleet in the Battle of Zanzibar. Unfortunately, however, this means that the Battleships ordered are to be put on hold for the time being. While this creates some resentment in the States General, the VOC is able to convince its shareholders to continue the war, although its budget is also taking quite the hit.

Word of the battles around Zanzibar doesn't reach the Netherlands until July of 1771, the States General are please that Omani threat to the sea lanes is dealt with. However they begun pressing the VOC to finish up the war then letting it drag on, as it will harm the Republic's ability to flexible in the event of war occuring in Europe.

Separately, an expedition led by Jan Hendrik van Kinsbergen is dispatched to Nieuw Holland in hopes of establishing a colony there one day. It is hoped that Captain van Kinsbergen and will use his scientific background to better advance the understanding of the Southern Continent.

July 1771 Kinsbergen ship barely makes it back to Amsterdam. Nearly a quarter of the crew died of sickness, but the expedition was success. He was able to provide detail maps of Nieuw Holland( primary around rl Darwin and most of Northern Territory coastline).

Meanwhile, the British Government enters into an agreement to buy Dutch claims to all Pacific territories they have explored outside of the Dutch East Indies for 3 points a year for 5 years beginning 1787.  This payment will be through the Dutch East Indies Company by the British East India Company.

This does not include Dutch trade with Japan, although the British now reserve the right to attempt to establish their own trade with Japan in the future.

Jan-February

A number of British radicals led by Thomas Paine visit the Dutch Republic to hold discussions on how their republican government is holding up in the face of Prussian aggression.

Paine and others hold lengthy discussions with one of the leading officials of the Republic Rutger Jan Schimmelpenninck, Paine and Schimmelpenninck co-author a pamphlet called Common Sense or Gezond verstand(Dutch) advocating removal or abolishment of Monarchy/ promoting Republicanism in to people in the Netherlands and beyond . Writing in clear and persuasive prose, Paine marshaled moral and political arguments to encourage common people in the Netherlands to fight for egalitarian government. It was published anonymously on January 20, 1786, and became an immediate sensation.  By the end of February, copies of Common Sense were found all over Western Europe, and the documents were translated into French, German, Dutch, English and etc.
