In March 1701, the French announce that Portugal and France have a defensive alliance. Specifically, France will defend Portugal and its territories from external enemies. French and Portuguese naval vessels are free to use each others ports.

French and Portuguese commercial shipping are free to seek assistance from the naval vessels of either nation.

Note: I've realized that "Bahia" doesn't actually exist (it's the name of the state in which Salvador is located) and so I've moved the resource point and attendant installations (such as the Fortress), using my modly powers, to Rio de Janeiro.

With the conclusion of the Portuguese-Dutch war, Lisbon is immediately approached for an alliance in the Mediterranean as per previous understandings.

Portugal notes that its peace treaty with the Dutch has transferred all of its rights on the Mozambican coast to the Dutch East India Company, and thus could not be bothered one way or the other with regards to that area.

The Spanish envoy gives the Portuguese a funny look and reminds them that the agreement was between the Spanish and Portuguese crowns. Aside from the neutrality of the Spanish government in Portugal's colonial conflicts, the Holy Roman Emperor does not have any role in the agreement to grant Portuguese ships access in exchange for concessions in Uruguay and an alliance in the Mediterranean.

If Lisbon decides to back away from the alliance clause in the agreement, then it does so dishonorably and it would be a blemish on the reputation of the Portuguese monarchy.

Lisbon has no intention of backing away from the alliance, but the clause clearly stated at the end of hostilities--and Portugal has been attacked by a Prince of the Empire, and is thus at war. The Spanish might think they can hide between the legal fictions of the separations of Spain and the Empire, but Portugal knows that Spain's sovereign has sway, through his father, in the Empire. If Spain wants Portugal to be able to fulfill its side of the bargain, which it fully intends to do, then Portugal needs to be at peace--not fighting to defend itself against a dastardly band of Saxon pirates.

It can be debated whether the distant Polish Trading Company can be considered a Prince of the Empire, certainly Lisbon is welcome to petition the Emperor in Munich to raise the matter in the Diet to be considered formally.

For now, the Spanish court graciously grants Lisbon some leeway in fulfilling its obligations and even expresses disapproval at the unruliness of non-Crown controlled colonial entities.

Revenge is a Dish Best Served with Bacalhau: Portugal through 1725

The first quarter of the 1700s has not been kind to Portugal. Twin defeats suffered within a few years of one another, first at the hands of the Spanish during the Lateran War and then at the hands of the Dutch in the Portuguese Colonial War, were only partially soothed by the Portuguese victory over the upstart Polish colonial venture. Even after emerging as a "winner" from that conflict, Portugal's navy was tremendously diminished, the jewels in her Asiatic crown wrested from her, and the rest of her colonial empire smouldering from repeated raids. A more level-headed monarch may have decided that Portugal's colonies were more pain that it was worth and withdrawn from the colonial game altogether, save for Brazil.

But John V is no level-headed monarch, and from the ashes of his colonies he is intent on rising once more. Portugal pours money deep into the raided African and Brazilian coasts to bring her colonial settlements in Africa and Asia back into operation. The Portuguese fleet, heavily reduced by attrition from the three wars, is earnestly replenished, and even expanded. The idea of doubling down on Brazil is not spurned out of hand, as the vulnerability to raiding by the Dutch WIC demonstrated the colony's weaknesses, and the Crown pours extensive money both into expanding the Brazilian militia and shifting the colonial center further down the coast to the port of Rio de Janeiro. All the while, however, John himself hungers for revenge against his enemies, as well as for opportunities to restore the Lusitanian crown to its former glory.

Despite the various mishaps and rocky decades that lay behind them, the Commonwealth attempts to restart (or resume) the warm relations that Portugal and Britain previously shared, inquiring about the prospect of trade agreements and other diplomatic ventures.
