In Spring 1802, General Auguste de Marmont is empowered by King Philippe and the National Assembly to negotiate a treaty of mutual defense between the fraternal peoples of the Kingdom of France and the Batavian Republic. In light of shifting diplomacy in Northern Europe, France believes that a strong Netherlands, complete with its colonial empire and proud navy, is necessary to the continued amity of the European race. He arrives in the Hague eager to sign a treaty with the following provisions:

• The Kingdom of France and the Batavian Republic will agree to come to each other's aid by all means, including force of arms, if either's European territory is attacked by a foreign power.
  
• The signatories shall provide appropriate aid to each other if either's colonial territory is attacked by a foreign power.
  
• The signatories shall facilitate the free use by naval vessels and officials of ports, including naval factories, with one another in terms of emergency.
  
• The signatories shall endeavor to strengthen economic ties.

In recognition of the Dutch request, the French agree that they will not call upon Dutch military assistance against British forces in the unlikely event of a conflict between Paris and London.

In return, the French request that the Dutch open their waterways to free trade from the port of Antwerp, allowing it to reintegrate with the North Sea trading networks and with traditional economic partners in the Batavian Republic.
