The Russian government offers a proposal: it will keep the Aleutian Islands but sell mainland Alaska and all rights to it, as well as Kodiak Island and various islands along the coast between mainland Alaska and Puget Sound for the price of 25 points as well as free access for Russian merchant ships to Hawaii (for reprovisioning and rest).

The Dominion of North America would agree to the sale, due to the nature of funding it is proposed that an initial downpayment be made this year, with the balance in 1800.

News of the Spanish takeover of Louisiana causes much outrage in the North American Parliament, many MPs remember bitterly the last time the Spanish had invaded the colonies. Now to have them at the doorstop of the Dominion was unacceptable. MPs from Southern Colonies and Midwest region call for action and heavily lobby the Dominion Government and Imperial Government in London for action.

Political Developments
Growth of the North American Dominion continues unabated, as continued waves of Irish, Scottish, English, and German settlers (along with trickles from elsewhere in Europe) arrive in North America, most proceeding west in the hopes of riches and adventure. Settlements grow into cities, and Tennessee and Kentucky are deemed large enough to be admitted as states, while Ohio is separated from the Northwest Territory and begins preparations for imminent entry as a state.
Lord President Washington makes the decision to not seek re-election in 1796, deciding to spend his remaining time at his estate in Virginia, eventually passing away at the end of 1799, beloved by most. In his stead after jockeying, Alexander Hamilton, the successful governor of New York is elected in 1796, and re-elected in 1800. Hamilton's guidance on the Dominion's finances, and his friendship and investment with the Native Americans in New York is highly regarded, and his tireless advocacy for infrastructure development in approved by all parties, as evidenced by the numerous canals, roads, and bridges throughout New York.

The news of the gradually escalating battles between the Dominion's Choctaw and native allies against the encroaching Spanish settlers and soldiers in Louisiana inflames a public already highly suspicious of Spain. Pamphlets and broadsheets tell wild (and often lurid) tales of rapacious Spaniards burning native villages and massacring women and children. Henry Clay, an up and coming politician campaigning in Kentucky frequently riles up crowds with proclamations such as "If the Spanish have not crossed the Mississippi and taken their war to us yet, it is only a matter of time!". In Parliament, a growing number of MPs identify less as Tories or Whigs and more as "War Hawks"- advocating a need for the Crown and Dominion to go to war to drive back the Spaniards. With their power growing, it is only a matter of time before a spark is lit...

In an effort to soothe tensions, Spanish diplomats reach out to the Dominion and British crown with the proposal of a diplomatic summit or meeting to ensure that tensions do not boil over into war - and that the Choctaw cease raids in Spanish territory.

The heavy casualties suffered by the Dominion troops in Louisiana, as well as the shocking defeat at Baton Rouge, stun North America and Parliament. President Hamilton takes swift action, replacing the wounded Harrison with Jacob Brown, who managed to keep the 1st Army in good order despite being heavily outnumbered. Several lower level officers are also cashiered, and promoting several officers who served with distinction, such as Alexander Macomb. The secretary of war, Henry Dearborn, also tenders his resignation, who is replaced by James McHenry, a previous Secretary, in order to maintains stability in the post. Luckily for Hamilton, the election of MPs occurs before the news of heavy casualties is widespread, and Hamilton shores up substantial support in the legislature. Pointed questions are raised by MPs about the ineffective strategy, and plans are made to adjust to the situation. In the meantime, however, extensive lending to bring Dominion troops up to strength are raised, and several prominent British officers are called upon to whip the Dominion army into the fighting spirit yet again.
