Colonization
The settlement era has passed. There are settlers, but more in the order of migration rather than government effort.

However, we are entering the time period when the Europeans in particular forceably colonized much of Asia and Africa

To establish a colony now requires military action:
1. You must have at least one Tech Level better than your target
2. You can only start with ports, and this requires at least 10 warships (of any type) plus military occupation by troops. The defenders will certainly fight back.
3. You must have at least 1 garrison division for a major port (blue ports on WIF map), a garrison brigade at a minor port (White ports on WIF map).
4. To expand into the hinterland you must retain control of the port you took, and at least 1 expeditionary army per 50,000 inhabitants (TL 0-2), or per 25,000 inhabitants (TL 3) but assume higher tech states will have those too. Indeed so will some TL2 entities like the Zulu
even then a Khartoum or Little Big Horn or Isandlawana is veyr possible in the right circumstances

After 5 years occupation the ports start generating income, and resources can appear any time at that point depending on what you have seized (the resources on the map will tell you where those are although not all of them)

Migration is referee controlled... you will be informed as land fills up

Intelligence Agencies
you will note that Russia and Italy have one.  

You must have a national police to spy on your own people but Diplomats have been spying for centuries.  

3 points gives you internal spying for up to 20 million people
every point after that gives you another 10 (note that the Russians have spent 6 total..5 for their population, 1 for external spying)
1 point gives you basic spying in countries you have embassies in... occasional information from the referee
1 more point gives you spying even when the opposition is spying on you
but nothing is certain in intellgence and even then sometimes its wrong

Italy has spent 6, 3 for its population, 1 more because its in an actual internal conflict, and 1 for external and 1 more because it assumes others are spying on it (like the Vatican for starters)


The British Dominions will not allow a national police to be created but they will allow for the creation of a Spy service.  
 (that whole freedom thing)
