With the completion of the St Petersburg to Moscow highway in 1803, an all weather road that allows overland travel even during the annual https://en.wikipedia.org/wiki/Rasputitsa, the Okhrana is assigned the task of connecting the capital to Lake Baikal and the construction of the Grand Imperial Trunk Highway is begun.
1 Engineer Brigade, 3 militia construction brigades, 3 supply trains (1.3 point) which supervises convict and militia labor working on Moscow to Irkutsk Imperial Road (1 point materials, annually 100 miles a year) (distance 3246 miles, connections Ryazan, Penza, Kazan, Perm, Sverdlovsk, Omsk, Novosibirsk, Kransyorsk, Irkutsk. Capital offenses except for murder are eliminated in Russia and changed to hard labor for life on this project.
Expected completion will be in 1840 and funding is part of the usual Okhrana budget (as part of the prison budget)
