Desperation

As the budget of 1792 is unveiled, it becomes increasingly clear that France is fully enmeshed in a fiscal crisis. It is the first year where France is fundamentally unable to meet its loan obligations. Though the Treasury is able to make the interest payments and defer any short-term risk of bankruptcy, the newly-issued loan by the National Constituent Assembly is another millstone around the Kingdom's neck. The money borrowed has proven woefully insufficient to meaningfully affect a change in the military situation in Saint-Domingue, while the added costs of maintaining the army have exacerbated the issues. Meanwhile, near-finished frigates continued to languish in the drydocks as the Crown is unable to meet any basic financial needs. The overly bloated military is unable to be effectively mobilized to prevent unrest, with its paper strength masking a glaring deficiency in its ability to mobilize and operate.

The Spanish ambassador also, for the moment, pledges neutrality in any conflict that might erupt between the Austrians and the French state.

The Spanish, with the accession of a new Bourbon, seek to reaffirm the old alliance between the two branches of the family. The Spanish court had been wary, especially since there were rumors swirling of rank republicanism, but with an Orleans safely ensconced on the throne again, they seek both to pledge their support to the new king and to ensure that their geopolitical position remains secure.

Throughout March, Prussian emissaries pass messages to the French through Spanish, British, and Russian interlocutors to test the waters regarding a potential truce now that the Monarchy has been restored. They make it further known that the Prussian position is to have Louis revoke his claim to the throne, recognize the legitimacy of King Philippe VII, and remain perpetually in exile with his wife in Austria.

Prussian entreaties are coolly rebuffed by the Legislative Assembly, both as the fate of Citizen Capet, the erstwhile King Louis XVI, is a matter for French justice to decide--and this attempted intervention on his behalf is duly noted--and that these terms make no provision for restitution on behalf of the glorious martyrs who died on the field of battle. While the French people are peaceful, they demand justice above all else.

Prussia sends an emissary to Paris requesting a ceasefire and recognizing the new King of France. Prussia announces its intention to withdraw from Flanders and cease hostilities with France, so long as they do not engage in a war of conquest.

The Spanish ambassador urges the French government to make peace with the Prussians and the Austrians; the French government holds the advantage of position and has repelled all attacks upon its borders and can make peace with honor. The Spanish court has no wish to see the English take advantage of the situation to upend matters in Central Europe and use the French as a shield to allow them to conquer swathes of Germany.

With the failure of diplomacy to find an end to the war with Austria, and with an ascendant Prussia seeking to assert its hegemony over Germany at the cost of French lives, the National Assembly is forced to issue a declaration of “la patrie en danger;” that is, a declaration that the fatherland is in mortal terror. To that effect, a “levee en masse” is declared, and the National Assembly directs all Patriotic Frenchmen to declare their whole lives and beings to victory in the struggle against the enemies of France.

Overview from 1797 to 1800

At the end of the 18th century, France is a spinning gyre held aloft only by the centrifugal force of its competing power centers. Atop the system presides King Philippe VII, the Citizen King, who is both altogether unloved and viewed somewhat amiably. Philippe’s near decade of rule, built on the bodies of slain revolutionaries, conquered Germans and a cousin betrayed, has not quite clarified how much power he truly holds. Ostensibly a co-equal branch of government with the National Assembly, Philippe is somehow both subservient to the body and dominates it, seemingly depending on the day.

While it seemed that a triumvirate of military generals was destined to run the country, many now speak of a quadrumvirate as the Marquis de Lafayette has risen as his own force. The generals who preside over the frontiers -- Kellermann in Low Countries and the Rhineland, Dumouriez in the Southwest and Bonaparte in Italy -- all command strong centers of support, but Lafayette’s proximity to Paris, the court and the National Assembly have made him the de facto First Minister.

France’s actual First Minister, the abbé Sieyès, presides over a government with narrow support in the National Assembly. Regular elections have been held under France’s glorious new constitution, but elections have not produced a particularly effective or coherent legislature. The franchise, by now, has been restricted only to men in good standing -- those with property, wealth or a certain degree of military service. The nobility has, to some degree, been reconciled to the new situation except in the case of the most die-hard Legitimists supporting their King Over the Water. As such, the National Assembly is a fractious body.

On the furthest right sit the Parliamentary Legitimists, who elect to contest for the ancien regime from within the system. To their left are the Orleanists, a small group of ragtag nobles and reactionaries who want to see the system roll back even more revolutionary aspects (especially on religious matters) but who are supportive of Philippe’s right to rule. The largest single group, the Maraisards, occupy roughly the center to center-right position. This group, led by Sieyes, are generally accepting of the new order, and only wish to tinker along the edges to slowly advance revolutionary ideals. The left wing of the assembly remains divided and harassed by the state apparatus, but representatives of the Girondins, Jacobins and Enragés -- progressively more radical groups, respectively -- retain a vocal minority in the body.

The balance of power in the body, however, is held by the pocket delegations controlled by the three generals on the frontier. In particular, Kellermmann is able to exert considerable influence over the newly-integrated departments along the northwestern frontier. Thanks to the fact that this region is home to outsized and still-active French military forces, a generally apathetic voting population and ethnic sentiments, the general is able to steer (by hook and by crook) the votes to create pliable and loyal ethnic blocs. The German and Flemish delegates are by no means the majority, but their presence and loyalty to the general allow him a legitimate seat at the table, access to the influence of the assembly and the ability to shape legislation.

While Lafayette’s command in Paris allows him the ability to shape events in the capital and Kellermann is able to send pocket delegations to the legislature, Napoleon is increasingly isolated from the high-level political games in the capital. He is not without allies, of course -- he is a confidant of the First Minister, France’s most prestigious general and regent of the Italian peninsula -- but he is at a distinct disadvantage. He thus sets his eyes to managing the Italian states, an unruly and devastated motley crew of puppets requiring constant management and tinkering. His Italian origin, however, combined with his keen and inquisitive mind, allow him the ability to deftly manage the tensions and issues involved. In between his regency headquarters in Milan and his family home in Corsica, Napoleon carefully plots his moves.

The last of the quadrumvirs, Dumouriez, is a man who is clearly outclassed by his competitors. An attempt to build a power base in Flanders and Wallonia was quickly undermined by Kellermann’s control of active-duty army in the region and Lafayette’s residual soft power due to his actions in the revolt against Austria. His shuffle to the Garonne, where he oversees a sleepy border with a friendly Spain, does little to enhance his power or prestige. While he drinks and mingles with the local nobility, there are rumors that he is in secret communication with representatives of the exiled royal family.

Finally, of Citizen Capet and his family little is heard back in France. In the sunny colony of Saint-Alouarn along the Swan River, the former king is kept in a state of loosely-guarded house arrest. Kept under close watch by the representatives of the French East India Company who ostensibly run Saint-Alouarn, the deposed monarch is nevertheless kept busy with life along the frontier. While access to Louis and his family is controlled, he is a frequent guest of the local governor and garrison commanders. A sizable stipend, paid for out of King Philippe’s own pocket, is used to fund what is rapidly becoming the first library and workshop on the Australian continent.

1800: The Game is Afoot

The unstable quadrumvirate, always doomed to failure, finally begins to unravel in truth in 1800. Long denied the glory of military victory against France’s enemies, Lafayette is acutely aware that he will be unable to guarantee his position as Philippe’s unquestioned partner without his own successes. While he was responsible for both saving the monarchy and quelling the revolutionary left, both of these victories were fought against other Frenchmen -- a distasteful state of affairs for the patriotic and loyal Lafayette. At the same time, Philippe is aware that his own legitimacy requires that obtained a victory that is “his,” as opposed to accidentally foisted upon him by dubiously-loyal generals.

Philippe, as part of this strategy, elects to turn to foreign affairs to bolster his legitimacy. Further war against the North Germans or Austrians, at this point, would only strengthen the hand of the generals. A war against Britain would be ruinous financially and require the French navy, which has few victories under its belt since the 1770s, to contest the most powerful fleet on the seas alone. War with Spain, meanwhile, would leave France open to attack by its Teutonic neighbors while also ruining any remaining ties with his distant Spanish cousins. Over the seas, however, an opportunity awaits.

To put his plan in motion, Philippe engages the Spanish to normalize the state of relations between them. In return for recognizing French suzerainty over North Italy--including states where Bourbon monarchs were deposed--France recognizes Spain’s own influence over the rest of the peninsula. Furthermore, in return for France recognizing Spain’s reacquisition of Louisiana, France obtains a significant sum of income. The most important agreement, however, is on the fate of North Africa.

Simultaneous negotiations with the Sublime Porte in Constantinople, France’s long-time but unreliable ally, result in France obtaining permission from the Caliph to engage in a military campaign against the Barbary Pirates -- permission obtained, in part, with the sum from the sale of Louisiana. French negotiations with Spain, meanwhile, include a clause of combined military operations against the Corsairs. Through this military adventure, Philippe aims to obtain a victory that is “his,” strengthen his bonds with both Spain and the Turks, and secure both his domestic standing and his southern flanks.

As such, it is natural that Philippe chooses who he views as his most trustworthy military commander, Lafayette, as commander of the expeditionary force. Lafayette jumps at the chance to command an army operating overseas, especially in such a fashionable theater. Orientalism emerges as a major societal and artistic fad as the campaign gets underway, and Lafayette makes sure that his new expedition is well-publicized, contracting all manner of artists and figures to accompany him as he engages the corsairs and frees the Saracen from ignorance.

While the campaign gets underway, a major reorganization is precipitated in the French military. With the newly strengthened ties with Spain, the King and his ministers believe that Dumouriez’s army along the Garonne would be better suited on the Italian frontier, lest the Austrians choose to strike. Not only is Bonaparte clearly a superior soldier, but the rest of the quadrumvirate has a strong incentive to remove Dumouriez from the board. The aging general is then “kicked upstairs” to head the Military Academy in Paris, putting him ostensibly closer to the power center but, in actuality, surely showing that the twilight of his career is at hand.

At the same time, while Napoleon finds himself finally back in command of a sizeable force of French soldiers, he warns of Italy’s inability to defend itself adequately. The disparate and fractured Italian states simply lack the cohesion and economies of scale to field a true defensive force. If France is required to reroute some of the forces in Italy to other fronts, it will be left essentially defenseless. He thus escalates a campaign in Paris to further rationalize the Italian states effectively, and leverages his ties with Sieyes to that end.

Eventually, Napoleon succeeds (partially) in his wish. While the National Assembly technically has no jurisdiction over his plans, as France’s “client states” are all nominally independent, Sieyes, the King, Lafayette and Kellermann all agree to endorse Napoleon’s proposal. Sieyes is interested in strengthening his closest military ally, Philippe is interested in keeping Napoleon away from Paris, Lafayette is interested in securing potential reinforcements for his campaign in Africa and Kellermann is interested in the same, except for a potential war against the German states.

Napoleon thus leverages his considerable power and patronage as the regent of the various hollowed-out Italian states to push through measures to merge them each into one larger state, the “Kingdom of Italy,” by the end of 1800. The Kingdom of Piedmont, the core of the state, had already absorbed the vacated states of Modena and Parma, while Liguria and Venice were both ruled by puppet councils run by Napoleon and were easily coerced into joining. However, Napoleon was cautioned against forcibly integrating Tuscany into this new structure. While Tuscany is a poor shell of its former glory, the tenuous peace with Austria would be undermined by the deposition of the Hapsburg Ferdinand III who still holds his throne. While Napoleon is de facto ruler by dint of his role as “Prime Minister” in Tuscany, and Ferdinand is less a puppet and more a prisoner, the decision is made to not risk open conflict.

Therefore, the new century thus sees France shaken from what appears to have been a post-revolutionary stupor. King Philippe looks on eagerly as Lafayette sends back reports of victory in Africa, though keen observers note that the hardest part of the fight lies yet ahead. Napoleon, meanwhile, takes his successful self-promotion to “Regent of Italy” as an opportunity to begin repositioning himself for future endeavors. Other representatives of the French state do not miss that Napoleon gives a speech in Italian, as Napoleone Buonaparte, to the assembled representatives of the “Italian Assembly” that he summons in Milan. Finally, Kellermann grows increasingly enmeshed into his emerging fiefdoms in the Northeast, including the critical financial centers of the Helvetic Republic, waiting either for his rivals to stumble or for the Germans to grant him another shot at martial glory.
