Newly appointed Delegate to the Contiental Congress John Walker brings news of the recent monarchist revisionism in Maryland. Subversive elements from unknown parties overseas have infiltrated Maryland and placed the Stuart pretender in power as a self-appointed "Grand Duke," completely disregarding the will of the People of Maryland and the ideals of the Revolution. What more, having the Stuart Pretender to the throne of Great Britain potentially provokes the British into action, as Annapolis now hosts political rivals of the King. Maryland's position in the center of the States presents an issue to all, as agents provocateur may travel across all the colonies, seeking to expand the domains of the Grand Duke before he makes a play at the British Throne.
Walker announces that, as current presiding chair of the Congress, the current representative to the Congress, unless he rejects the current usurper and stand with the People of Maryland, will be replaced with a less dangerous representative. He further submits for discussion possible action for the Congress to take to address the matter.

The New York delegation is quietly horrified by the prospect of inviting further British interference and even further alarmed by the return of monarchism to American shores. They ask the Maryland delegation to provide an explanation, although do so politely and without framing it as a demand. There is still, in theory, the idea of non-interference between states.

Daniel Carroll, the leader of the Maryland delegation to the Continental Congress, furiously retorts the Virginian delegation's allegations against the Grand Duchy. The people of Maryland, through their duly elected representatives, have elected to establish a more perfect union among themselves through the re-institution of a constitutional monarchy. It was not too long ago that the very men gathered in this same hall, he notes, sought to establish equal rights as subjects of a King before the law. The project of republicanism has clearly failed to maintain unity in these colonies, as it did back in England during Cromwell's days.
Furthermore, Maryland has violated no treaties with Britain nor with any other state by inviting His Highness Henry Stuart to the throne, and Maryland makes no pretense to seize the throne of Great Britain. Any desires on the part of the Grand Duke to potentially restore his family to the throne of England, Scotland, and Ireland would be in his duties as a private Marylander without the endorsement of the people of Maryland. Regardless of whether that is Maryland's destiny, it is clearly outside the jurisdiction of this body to determine Maryland's relationship with further-flung nations.

Walker issues a censure and orders Daniel Carroll expelled from the Congress as a rebel and subversive, taking orders from foreign powers to undermine the sovereignty of the states and the republican virtues for which so many laid down their lives to preserve.
He recommends Carroll to be replaced by Thomas Sim Lee who will lead a delegation of Marylanders who will represent the Will of the People and seek an end to the scourge of monarchism.

The Rhode Island delegation immediately launches into a tirade against the president, stating that he has no right to expel representatives sent by a signatory body to this body. They immediately storm out of the Congress in protest. The New Jersey and New Hampshire delegations likewise signal their indignation at Walker's assumption of authority to designate members of Congress and state they will refuse to recognize any representative sent by anyone other than the Maryland General Assembly, though they do not follow the Rhode Islanders out of the chamber
Connecticut remains silent on the issue, though squirm nervously in their seats, while the representatives from Delaware issue a thunderous applause. The Libertarians also note their satisfaction with the president's decision, viewing a weak-willed congress as detrimental to the desires of all free Americans.
