The Ruling family is led by Joachim Murat, who married Maria Teresa of Savoy, linking him to that historic old house. Although technically an absolute monarchy the King relies on his grand council, made up of the senior nobles and merchant families to actually handle policy and the administrative state. Corruption is a serious problem in this nation (reducing actual income by 20%)
The heavy fighting in northern Italy during the Coalition War has seriously retarded industrial development, as has the emigration of nearly 300,000 Italians to the Andean Republic during the war and after. The Papacy has an enclave consisting of the Vatican itself, plus the political control of San Marino and Capri but its role in Italian government is unofficial but influential. Italy also controls Corfu and the other Ionian Islands and a small part of Dalmatia
Italy has a trade treaty and alliance with the Andean Confederacy

Italy has a difficult military problem. It has a huge coastline, the two strongest armies in Europe on each of its borders, a corrupt republic in Sicily that also provides a serious internal security problem throughout southern Italy, essentially no navy to start with and obsolete defenses. Then there is the historic division of Italy, which was last united under the Holy Roman Empire nearly 1,000 years and at no time since. Even the Germans had at least the nominal unity of the Holy Roman Empire. Murat is King, but can he keep Italy united and eventually win into the fold of the mother country territory held by the Germans and French.
Italian Army (conscript force)
Fortress Guard - fortresses at Genoa, La Spezia, Venice, Leghorn, Ancona, Civitavecchia, Anzio, Naples, Salerno, Bari, Taranto, Reggio, Milan, Florence, Rome, Zara, (16 fortresses, 64 points, 57 with discount, maintenance 4), 16,000 men
Bersaglieri – 4 Rifle Divisions( 1 in the east, west, and north, 1 at Zara) whose job is to act as border guards and delay any invasion. This force consists of volunteers recruited from the conscripts (treat as guards units) 20,000 men (cost 36 w discount, maintenance 4)
4 Field Armies (2 active, 2 reserve) 270,000 men (conscript force) Consists of the Northern Army, Southern Army, Florence Army (reserve) and Naples Army (reserve) (build 300 points, 264 with discount, maintenance in peacetime: 45 points (40 w discount)
Total army: 166,000 (20,000 are volunteer), plus 130,000 reservists added in wartime

Carabinieri
This is a national police force created to bring law and order and suppress the Mafia and dissidents throughout Italy and is a volunteer force
Consists of 16 police divisions (1 per fortress) (80,000 men), plus 8 Cavalry Divisions (20,000 men) (patrolling the roads)
Cost: 52 (46 w discount), maintenance: 7 w discount
