On paper, the United Provinces is a confederation of seven provinces, which have their own governments and are very independent, and a number of so-called Generality Lands.

In reality, the States General has been weakened severely, and the power of Prussian boots supports the Stadtholder's increasing authoritarianism.  

The United Provinces maintain a fraction of their previous colonial empire, which is currently in the midst of reorganization.

Royal Rumblings, 1788-1789

As the Prussian occupation becomes routine, the Stadtholderate continues expansion of power. The States General has been diminished in size and scope, with a single representative from the Seven Provinces attending meetings in Den Haag. The Generality Lands have been placed under direct responsibility of the Stadtholderate.

It is noted among observers at court that Princess Wilhelmina and the Duke of Brunswick have become the true power brokers in the United Provinces. One Prussian observer noted:

His education has all been theory. Duke Louis of Brunswick kept him away from practical affairs and did all the work himself, while the stadtholder merely signed documents. Hence this habit, this compulsion, of talking about public affairs, and turning the functions of stadtholder into the holding of tedious audiences of five, six, seven hours in length, swamping practical problems in useless verbiage, though putting forward wide-ranging proposals, often marked by sound reasoning, sometimes even by genius. Finally, the cardinal defect of settling nothing, of bringing nothing to a point, of replying to nothing, of signing nothing, of concluding nothing; but always of being the stadtholder in theory and never in practice. When he sets to work he does not know how to distinguish the functions of the head of the chancery from those of a mere secretary. In place of taking decisions on a hundred cases, he wastes his time in copying out some memorandum which has been presented to him. Nothing will ever change him, his bent is fixed, and when the Patriots declared that he fulfilled his functions in a ghastly fashion they were quite right.

Very little in the United Provinces is united, save for dim feelings toward the Stadtholder. The Duke of Brunswick begins to look toward the Erfprins, Willem Frederik, currently attending military academy in Brunswick. For now, few concrete plans are made, but the Princess and Duke begin planting the seeds for a possible Royal coup.

Down but not out, the merchants of Amsterdam spend 1788 in discussions of the future of the former VOC empire. While the lands are currently under a flimsy decree from the Stadtholder, a more sufficient structure is necessary to continue the economic advancement.

Prussians are not well known for their mercantile interests, Many have accepted that their presence will not be temporary. Instead, meetings are held in Stettin, Danzig, and Emden and tales are told of the all but defunct Hansa League, and the glorious wealth that economic trade brought to Northern Germany. It is hoped that with new Prussian vigor and Dutch trade rights, a new entity could be formed to grow the coffers of Northern Germany and the Prussian crown.

Several merchant guilds agree to sign on to a newly chartered company to be called the Batavia Compagnie/Kompanie. It will maintain three headquarters: one in Amsterdam to orchestrate Dutch assets, one in Emden to facilitate Prussian interests, and the final in Batavia to coordinate economic activities in the Far East. A new flag will be drawn up. It will have the tricolor from the VOC flag, with a Prussian black eagle holding a shield with the letters "BC" emblazoned.

The merchants of Emden agree to push for a new trade fleet to be constructed at once.

Winter 1794
Royal Navy ships begin enforcing the blockade of Dutch ports.  But it is an unusual blockade.  Ships flying the Dutch flag are stopped and inspected, their cargos and passengers noted, but then released after the inspecting officers provide pamphlets calling for the liberation of the United Provinces from Prussian rule.    Incoming ships flying Dutch flags are treated similarly, with only ships carrying military cargos held and sent to British ports where the cargo is seized but the ship is then released.    They are provided with cargos of pamphlets and allowed to take on British cargos instead.   Dutch ships are also given the opportunity (word is spread among the Dutch fishing fleet) that they can go to Helgoland to pick up passes, which will ease this process in the future.  

The Pamphlets call for the people of the United Provinces to rise up against Prussia and determine their own future.

Though the British have essentially declared war on the United Provinces, in violation of all international laws and norms, the Netherlands declares its desire for peace.

Any British propaganda pamphlets are politely confiscated and utilized for tinder.

Grondwet voor het Republiek der Zeven Verenigde Nederlanden

Concerned with the Prussian withdrawal and collapse of his regime, the Stadtholder calls the States General in Den Haag. He proposes a series of radical reforms in the United Provinces including a constitution to expand political rights for the people as well as expanding the powers of the States General. He envisions the office of the Stadtholder to remain hereditary, but for more powers to be devolved to the States General, who will have their membership elected by Dutch, male landholders. Additionally, he believes it may be time to allow limited freedoms of speech, press, and assembly, and further enhancing freedom of religion. It is hoped that some exiled and former Patriots may be included in the reform processes.

Lastly, he further reiterates the neutrality of the United Provinces and will ensure that no foreign forces occupy Dutch lands. More quietly, he informs Prussia that Dutch banks remain open for Prussian loans.

In Denmark, a formal note is passed through the Danish government to the Dutch government from the British government.

The British invasion of Holland/ Batavian Revolution

Early July 1794

British force soon march on the Dutch Fortress Groningen, without firing a shot the garrison defect to the Republican cause. More Dutch Republicans begin to organize, soon Frederick III, Prince of Salm-Kyrburg arrives from hiding in exile in Britain to help aid the Dutch Republican troops in their mission to retake their homeland.  They soon realize the local population was very supportive of their invasion, viewing as liberation from years of being under Prussian occupation.

The British-Dutch army march on to Amsterdam and Rotterdam expecting a fight from the Orangist forces. However that wasn’t the case, the Dutch fleet refuse to leave port stating the situation was pointless and join the revolt against the Orangsit Government. The garrison forces in Amsterdam, Rotterdamn and The Hague munity and join the republican cause. They overwhelm the Orangist forces in their cities and declare their cities open to the British forces.

The New Republican Government quickly proclaims their new name as Batavian Republic, they hand over the members of the House of Orange to British officials to take them into exile. They formally announce a deal with the British Government.

The British government steps in and assumes the most of the Prussian debt to keep the Dutch banks solvent (40 points)
and pays for mobilization of 7 garrison divisions (21 points) and the Dutch Navy (3 points)

The Dutch are mobilized into 10 infantry brigades, 4 cavalry brigades, 1 artillery battalion, 1 supply column
the infantry are paired with 10 British infantry brigades forming in total 6 (including an existing) Anglo Dutch Infantry Divisions, with large numbers of British officers and NCOs seconded to the Dutch Army to assist with training.   The 4 cavalry brigades are paired with 4 British/Irish cavalry brigades to form 4 Anglo/Dutch cavalry divisions.

The Stadholder William of Orange (the V), is transported by sea aboard a 3rd Rate SOL, along with a transport for much of his family and loyalist retainers, to first Plymouth, and from there he is sent by sea to the Isle of Man where is is provided with a suitable estate to live at. He is essentially under arrest and confined to the island, although his children are free to live elsewhere and attend British schools. William of Orange is given the title of Governor General of the Isle of Man as a sop to his dignity

Although peace with Prussia is achieved, war continues with the Austrians as the Dutch wish to liberate Flemish territory in the former Austrian Netherlands.

British troops remain in Holland, mostly to train the Dutch Army but also to assist against the Austrians if needed, or should peace not least, anyone else who invades the Dutch in 1795. Britain informs the Dutch Republican government that its army will leave entirely at the end of the year if there are no obvious dangers to the Netherlands and will sign an alliance guaranteeing British defense of the Netherlands should it be attacked.

The Dutch Republic is now under the protection of the British, and is not a client state but a close ally at this time. British troops are assigned to important positions in the Dutch Army as it rebuilds after mutiny, revolt and neglect. With the French and various German states either still at war or in an uneasy peace at the moment, the Anglo Dutch continue training hard in case war spills in the Netherlands.
