The Pennsylvania legislature passes a landmark piece of legislation, entitled An Act for the Gradual Abolition of Slavery, which prescribes an end to the practice of slavery in the country. The prohibits further importation of slaves into Pennsylvania, but it also respects the property rights of Pennsylvania slaveholders by not freeing slaves already held in the country. It changes the legal status of future children born to enslaved Pennsylvania mothers from "slave" to "indentured servant", but requires those children to work for the mother's master until age 28. To verify that no additional slaves are imported, the Act creates a registry of all slaves in the country. Slaveholders who fail to register their slaves annually, or who do it improperly, lose their slaves to manumission. A Pennsylvania slaveholder is prohibited from transporting a pregnant enslaved woman out-of-country so her child would be born enslaved; and from separating husbands from wives, and children from parents. It requires a Pennsylvania slaveholder to register within six months the birth of a child to an enslaved mother. It prohibits all Pennsylvanians from participating in, building or equipping ships for, or providing material support to the slave trade.

A controversial provision states that a non-resident slaveholder visiting Pennsylvania may hold slaves in the state for up to six months. After that period, the slaves are deemed free by operation of law.

This law was enacted with significant efforts from The Society for the Relief of Free Negroes Unlawfully Held in Bondage, whose president is Ben Franklin. Rumblings in Philadelphia admit that President John Dickinson appears beleaguered in his position.
