In Spring of 1784, John Walker is dispatched by the newly-styled President Patrick Henry to lead a delegation seeking a meeting with the Connecticut General Assembly. The agenda centers on the matter of the Ohio Country and Connecticut's claim, but general matters of relations and trade are to be included.

After several months of negotiation, John Walker of Virginia proposes a treaty between the Commonwealth of Virginia and the State of Connecticut:

Part I: Resolution of Claims in the Ohio Country
- Connecticut shall recognize the Virginia's claims to the west as defined by the Charter of King James I. (This includes the RL states of Kentucky, Ohio, Michigan, Indiana, Illinois, Wisconsin, and Minnesota)
- Virginia shall grant Connecticut its claim to the Western Reserve in the Ohio Country.

Part II: Obligations of Mutual Defense in the Ohio Country
- Connecticut shall fortify the Western Reserve.
- Virginia shall fortify the lower Ohio Country.
- Connecticut and Virginia shall pledge mutual defense of one another in the Ohio Country, especially against threats from the Indian nations and intrusive settlement from false claimants.

Part III: Obligations of Mutual Prosperity in the Ohio Country
- Connecticut and Virginia shall allow free trade with one another in the Ohio Country.
- Settlers from Connecticut shall be granted rights of passage to the Western Reserve so long as they register with Port officials on arrival and pledge not to take up arms against the Commonwealth of Virginia. In doing so, they shall receive the protection of the Commonwealth against brigands, outlaws, and Indians.

Part IV: Establishment of Mutual Relations between Connecticut and Virginia
- Virginia shall pledge support to Connecticut's goal of independence.
- Virginia shall establish a diplomatic mission to Connecticut to assist in furtherance of relations between Connecticut and Virginia.

Should the Connecticut General Assembly give its support to the treaty, John Walker will return to Richmond to present the treaty to the Virginia General Assembly. Once approved, he announces his intention to return to Hartford to establish a diplomatic mission and continue to build relations in the North.

Walker sends letters to his contacts in Boston, Providence, Concord, Windsor, and New York City declaring his intention to visit each city and meet with representatives of each state.

The General Assembly debates the nature of foreign entanglements, but, after viewing the rancor of the debates in the congress and the clear expansionist aspirations of many of Connecticut's larger neighbors, votes to accept the treaty. The Western Reserve is a key element for Connecticut's future, and without access through Virginia it would be difficult to ensure its right and proper development.

John Walker, taking not of Connecticut’s budget situation, proposes that Virginia assist in the construction of a fort near the trade post in the Western Reserve. He suggests that Virginia pay for half of the fort, which would promote stability and defense of settlers, both Nutmegger and Virginian.

He also regretfully informs the General Assembly that participation in the new government would be considered a disintegration of Connecticut and any subsequent treaties that Connecticut signed with Virginia. As such, the Western Reserve would revert to Virginia and Virginia would reassert its sovereignty there.

Even so, John Walker notes that should Connecticut have a need to defend itself and it’s God-given sovereignty, then Virginia pledges aid in these treacherous times.

The General Assembly solemnly notes the point made by the Virginian ambassador, noting that, indeed, it is only meet and right that any dissolution of Connecticut would result in the loss of its hard-won territories--and the General Assembly, of course, has no desire of jettisoning its newly secured lands.

The Virginian offer of assistance is noted thankfully, and the General Assembly begins debating the potential of raising additional capital to help pay for a new fort, though Walker is informed that it likely won't be until at least the next budget is passed, if not longer, that Connecticut will be able to accumulate sufficient capital. The General Assembly begins to draft a plan to relocate an infantry company to the Western Reserve to ameliorate Virginian concerns.

John Walker thanks Connecticut for its level-headed response. Budgetary details are nothing in the face of a strong and growing friendship between Connecticut and Virginia. As soon as Connecticut wishes, Virginia will allocate the funds in the form of 1 point per year.
